Application guide for the 2025 Pudong 'Pearl Talent Plan' direct recognition channel for young overseas sci-tech talent
Eligibility
1. Applicants must be no older than 40 years old (born on or after Jan 1, 1985).
2. Applicants must have come to China to work on or after Jan 1, 2024.
3. Applicants must hold a PhD in science, technology, engineering, or mathematics (STEM) from a university ranked among the global top 200. Rankings are based on the latest lists published by Times Higher Education, US News & World Report, QS World University Rankings, and the Academic Ranking of World Universities by ShanghaiRanking.
4. Applicants must have at least three years of overseas work experience in scientific research fields such as natural sciences or engineering and technology. The duration is calculated up to the date of application.
5. There must be no disputes over intellectual property rights, confidentiality agreements, non-compete clauses, or restrictions on receiving compensation from multiple positions, and the applicant must provide a clear commitment to this effect.
Eligible applicants must already be working full-time for their employers or have signed a full-time employment contract or letter of intent with their employers and must commit to working full-time at their employers for at least three years upon selection.
Support
1. Individual financial support
Each selected applicant will receive a one-time funding grant of 500,000 yuan.
2. Living support
Qualified selectees will receive a monthly housing subsidy of 3,000 yuan for up to three years. They will also be given priority access to district-level talent apartments.
Selectees can also enjoy comprehensive services, including residency assistance, health care, health checkups, and recuperation options. They may benefit from direct recommendations for permanent residency in Pudong, long-term work and residence permits, and simplified customs procedures for personal belongings upon entry and exit.

Applications are accepted year-round.
Applications must be submitted online; no paper materials are required.
Applicants should submit their application materials through their employers.
Please visit https://rczc.pudong.gov.cn, select the "Direct Recognition Channel for Overseas Young Sci-Tech Talent" section (“海外青年科技人才直接认定”通道), complete the online application form, and upload all supporting documents as attachments.
Required attachments are as follows:
- Identification documents
- Academic degree certificates and credential verification
- A signed employment contract or letter of intent with the employer
- Proof of overseas work experience
- Entry and exit record
- Proof of scientific research achievements and projects led by the applicant
- Other required materials
Applications submitted through this fast-track channel do not count toward the employer's quota. Applicants may be directly recognized as recommended candidates for the "Pearl Elite Talent" (innovation category) program. Upon online application and verification by relevant authorities, they may be exempt from the standard evaluation process.
