Shanghai launches annual award to honor agencies recruiting top talent
The Shanghai Municipal Bureau of Human Resources and Social Security has launched its annual program to reward organizations that help attract top talent to the city. Under the Shanghai Human Resources Service "Bole" Award program — named after the legendary figure Bole, known in Chinese lore as a wise judge of horses and now a metaphor for talent scouts — eligible organizations may receive an award of up to 500,000 yuan ($70,000) each year.
Award recipients
The "Bole" Award primarily rewards commercial human resources service agencies that assist employers in Shanghai recruit high-caliber talent from outside the city.
"Employers in Shanghai" refers to enterprises that are registered in Shanghai and pay taxes and social insurance in accordance with local regulations, as well as public institutions such as universities and research institutes within the city.
Eligibility
- Applying agencies must be legally registered in Shanghai and hold a valid Human Resources Service License (《人力资源服务许可证》). They must have been engaged in human resource services for at least two years, have a sound financial management system, maintain a good credit record, and demonstrate stable business operations.
- The recommended talent should generally sign a formal labor contract with an employer in Shanghai for a term of more than two years, work legally in Shanghai, and fulfill any relevant obligations according to the law.
- The recommended talent should come to work in Shanghai between July 1, 2024, and June 30, 2025. If there is a probation period, it should end by Dec 31, 2025, and the talent should continue working with the same employer after the probation period.
- The annual salary of the talent recommended for positions at enterprises should be no less than 500,000 yuan.
Award criteria
Category A
Human resource service agencies helping employers in the city recruit world-renowned or top domestic high-level talent are eligible for a one-time reward of 500,000 yuan per individual.
The recruited talent should meet one of the following criteria:
(1) Be recipients of internationally significant scientific and technological awards, academicians from developed countries, members of the highest academic institutions in developed countries, or scientists with global impact.
(2) Be academicians of the Chinese Academy of Sciences or the Chinese Academy of Engineering, recipients of the State Preeminent Science and Technology Award, or among the top three contributors winning second place or higher in the State Natural Science Awards, State Technological Invention Awards, or State Scientific and Technological Progress Awards.
(3) Possess independent intellectual property rights or specialized expertise in core or key technologies, along with extensive experience in leading domestic and international enterprises represented by the Fortune Global 500, and demonstrate the ability to make significant contributions to enhancing China's global competitiveness.
High-level talent who meets performance criteria (1) or (2) within 5 years (inclusive) of working in Shanghai and chooses to continue working in the city afterward will be classified as Category A talent.
Category B
Human resource service agencies helping employers in the city recruit high-level or urgently needed talent required for the city's rapid development are eligible for a one-time reward of 150,000 yuan per individual.
The recruited talent should meet one of the following criteria:
(1) Hold tenured positions at internationally renowned universities and research institutions.
(2) Be selected for high-level talent programs at the provincial, ministerial or higher levels, or serve as leaders or core team members in major national science and technology special projects, national key science and technology programs, or major provincial or ministerial-level projects.
(3) Senior management personnel or senior technical personnel at leading domestic and international enterprises such as the Fortune Global 500.
Individuals not explicitly listed under Category A or B but who are considered equivalent may apply for the corresponding category after undergoing relevant evaluation procedures.
Each human resource service agency may receive an annual reward of up to 1 million yuan. If the calculated total exceeds this limit, it will be capped at 1 million yuan.

2. A copy of the human resource service agency's commission agreement and copies of invoices for related fees paid (Note: Materials containing sensitive personal information or commercial secrets should be marked or redacted)
3. Main qualification materials demonstrating the capabilities of the recruited talent (not exceeding 10 pages), primarily including:
- Proof of major awards received domestically or internationally
- Proof of selection or admission to domestic or foreign academic institutions or talent programs
- Other relevant materials demonstrating the talent's capabilities (please specify if invention patents have been obtained).
