Shanghai's Minhang district has unveiled the upgraded "Chunshen" Talent Plan 5.0, introducing a new "Top Talent (A)" category and expanding its talent classification system to five levels and three types. As part of this refreshed policy, the district has also launched a talent station initiative, which offers short-term free hotel stays for recent graduates coming to Minhang for job interviews.

Services offered

The initiative offers recent graduates up to 15 days of complimentary accommodation for job interviews in Minhang district. Eligible candidates with proof of a job interview can apply for a three-day stay each time.

Additional services include career guidance, job opportunity updates, settlement support, and talent exchange.

Eligibility

Applicants must meet the following criteria:

1. Be current students or graduates from domestic universities outside Shanghai or from overseas institutions.

2. Be recent graduates, including international students, with a full-time bachelor's degree or higher, within one year of graduation.

3. Do not own property in Shanghai.

4. Provide supporting documents that demonstrate active job seeking or applications in Minhang.

Application

1. Submit application

Apply at least 48 hours in advance via Shanghai's government service platform "Suishenban" app — Minhang Flagship Store (闵行区旗舰店) — "Talent Station Application" (菁英驿站申请) section.

Required information and documents include name, contact number, ID photo, diploma/student ID photo, interview notice, employer's details, preferred hotel, and check-in date.

Note: Applicants must ensure the authenticity and validity of their materials. Falsified documents will result in immediate termination of services and possible legal action by the district talent bureau.

2. Qualification review

"Chunshen" Talent Plan staff members will review applications within 24 hours, verify details with the intended hotel, and notify applicants via "Suishenban".

Approved applicants will receive a confirmation notice, while unsuccessful applicants will be informed of the reason for rejection.

3. Check-in procedure

Approved applicants must present their ID card or passport, along with the confirmation notice at the designated hotel, and follow the required check-in procedures.

Applicants must follow hotel regulations and uphold standard guest rights and responsibilities.

Check-in must be completed before midnight on the reserved date; late arrivals will result in automatic cancellation.

4. Stay modifications

For early arrivals, delays, or cancellations, applicants must submit an adjustment request on the platform in advance. The office will process and make modifications based on availability.
