Huangpu launches upgraded talent incentive policies
Huangpu district has introduced a new policy package to bolster its professional and high-skilled workforce, offering targeted subsidies, expanded training support, and incentives for competitions.
Enterprise apprenticeship training
Local employers can now receive subsidies for running new apprenticeship programs on top of municipal funding. They will receive 2,000 yuan ($275) per apprentice each year for junior-level skill training, 3,000 yuan for intermediate level, and 4,000 yuan for senior level or higher. The subsidies will be provided only for the duration of the apprenticeship period.
Enterprise-led skills assessment
Huangpu encourages local companies to establish their own vocational skill evaluation agencies. Each agency will receive a one-time grant of 100,000 yuan. Employers whose trainees achieve senior-level certification or higher will also receive an additional 1,000 yuan per person on top of municipal subsidies.
Group skills training and assessment
Employers who organize group vocational skills training and assessments can earn up to 1 million yuan for developing outstanding high-skilled teams following a comprehensive evaluation.
Building quality training providers
Vocational training institutions that focus on key industries and urban operations, and undertake major city or district projects, may receive up to 2 million yuan annually for optimizing local human resources.
New projects by social organizations
Talent bases, enterprises, schools, and training bodies developing specialized skills and new training programs for key industries can get one-time grants of 50,000 yuan for strong results in building the district's skilled workforce.
Certification rewards for high-skilled talent
Huangpu supports individuals taking part in the district's vocational skills training and assessments. Those who earn senior-level or higher certificates and appear on the annual new high-skilled talent list will receive a 1,000 yuan reward, plus an exam fee subsidy based on the city's official standards.
Support for skills competitions
The district provides support for participants in municipal or higher-level vocational skills competitions. For candidates nominated by the district HR department to represent the district in city-level or higher competitions or training selections, their recommending unit will receive a one-time training and selection reward of 6,000 yuan per person. If any of these competitors win awards, they will receive additional bonuses: 5,000 yuan for gold, 3,000 yuan for silver, 2,000 yuan for bronze, and 500 yuan for honorable mentions. Those who qualify for the Shanghai or national competition teams will receive an additional 5,000 yuan for each selection.
Additionally, training institutions will receive performance-based rewards: 10,000 yuan per award-winning trainee, 10,000 yuan for each participant in the Shanghai team, and 20,000 yuan for those who advance to the national team.
City-level industry and specialty skills competitions
Huangpu supports representatives competing in municipal industry and specialty vocational skills contests. Participants registered by the district human resources department and certified as high-skilled talent will receive a 1,000 yuan reward, with the equivalent amount awarded to their training institution. Winners in specialty competitions will earn 5,000 yuan for first place, 3,000 yuan for second, and 2,000 yuan for third.
District-level skills competitions
Winners in district-level vocational skills contests may receive 5,000 yuan for first place, 3,000 yuan for second, and 2,000 yuan for third.
Support for targeted training
Training providers partnering with district employers for targeted training programs will receive subsidies of 600 yuan per trainee on top of municipal funding. Half is paid after the trainee is employed within six months; the remainder after another six months of continuous employment.
Support for key industry skills training
Workers who earn senior-level or above certificates listed in the district's key supported skilled occupations may receive a personal certification reward 30 percent above the standard when included in the year's new talent statistics.
The district will regularly update its list of key supported skilled occupations to align with evolving economic needs.
Huangpu is also building talent pipelines in vital urban service sectors. Workers certified as intermediate or senior-level elder care or domestic service professionals may receive personal rewards of 500 yuan and 1,300 yuan, respectively, when included in the year's skill development tally.
Support for key industry technical talent
The district encourages fintech and other priority sector professionals to apply for title evaluations or join the Shanghai Innovation and Entrepreneurship Competition for Young and Mid-career Engineers. Employers will receive subsidies for each employee who earns a title: 4,000 yuan for intermediate, 5,000 yuan for associate senior, and 6,000 yuan for senior.
