Pudong opens applications for low-rent startup space subsidies
Pudong New Area has launched applications for subsidies to support low-rent office spaces for young innovators and entrepreneurs. The program aims to attract top talent from home and abroad while expanding affordable startup space in the district.
Who can apply?
Eligible applicants are A-class low-rent startup spaces registered with the Science, Technology and Economy Commission of Pudong New Area.
What support is available?
Low-rent startup spaces registered with the Science, Technology and Economy Commission of Pudong New Area can apply for funding subsidies after signing rental agreements with pre-qualified young talent. The subsidies cover eligible rental fees incurred between Jan 1, 2025, and July 31, 2025, for contracts signed on or before July 31, 2025.
What to submit?
- Exported application form for low-rent startup space subsidies (from the system).
- The young talent's company business license and a recent electronic tax payment voucher (with tax bureau seal).
- The company's lease contract, rent invoices, and bank payment records.
- Proof that the young talent is the largest natural-person shareholder and the labor contract (if not submitted at pre-screening).
- Evidence of the company's sci-tech profile (R&D expenses, technology contracts, intellectual property, etc.).
- The young talent's recent personal social insurance record and the company's social insurance payment proof.
- Any other supporting documents.
Low-rent space operators should create a separate folder for each company's materials and upload them as one zipped package. Operators should double-check everything before submitting to avoid returns and delays.

- Visit https://zwdtuser.sh.gov.cn:7443/tsoauth/login.jsp and log in with a "Legal Entity One Pass" (法人一证通) account.
- Fill out the application form online and upload all supporting documents as clear, readable PDFs. No paper submission is required.

All submitted materials must be legal and authentic. Any falsification will result in the recovery of allocated funds, disqualification from the program, and potential legal consequences.
Low-rent space operators must properly manage and support young entrepreneurs, prohibiting subleasing to third parties. Operators should carefully verify all application materials. If a company fails to meet the requirements, the operator and entrepreneur must resolve the issue themselves.
Each company can receive subsidies only once under Pudong's preferential rent policy.
