Jing'an offers financial incentives to attract top graduates

Shanghai's Jing'an district education authorities unveiled a talent recruitment plan, with the first promotional event at East China Normal University on Sept 23.

The plan introduces a range of financial incentives to attract outstanding graduates from prestigious universities to join the district's teaching workforce.

Under the plan, newly graduated PhD holders from QS Top 100 universities or China's 985 universities in relevant disciplines will receive a one-time subsidy of 100,000 yuan ($14,017), while eligible master's graduates will receive 60,000 yuan.

The district also launched the "Rising Star" program, offering selected graduates priority access to talent apartments, temporary dormitories, rental subsidies, and other residential preferential policies, as well as a 60,000-yuan reward upon formal appointment.

The initiative follows two policy documents Jing'an released earlier this year, focusing on education talent development and team building. By implementing a comprehensive support system covering housing, incentives, career development, and healthcare, the district demonstrates its commitment to talent introduction, cultivation, motivation, and retention.

A key feature of the plan, the "Rising Star" program, is designed to attract outstanding university graduates through a fast-track admission process and a dual-mentor system that pairs new teachers with senior experts, alongside the residential and financial incentives.

The promotional event at ECNU featured a two-way matching process between employers and applicants. "This year marks our school's 10th anniversary, and we're expanding to dual-campus operation. We need more outstanding graduates to join us and grow together," said Yang Yang, principal of Shanghai Jing'an Daning International School, which is recruiting teachers across multiple subjects.

East China Normal University and Shanghai Shixi High School signed an agreement to establish a joint internship base. The partnership will offer intern teacher opportunities, academic activities, pilot educational reforms, collaborative research, and shared educational resources.

Jing'an district education authorities have already held recruitment sessions at Fudan University and plan to visit other prestigious institutions such as Zhejiang University and Tsinghua University.
