Shanghai's Minhang district has introduced a series of measures to attract young talent for innovation and entrepreneurship. Under these policies, applications for housing subsidies for doctoral graduates in Minhang are now open.

Eligible applicants

Full-time doctoral graduates who have obtained Shanghai household registration within one year of graduation and are employed in key sectors or industries in Minhang district.

Subsidy amount

Eligible candidates will receive a housing subsidy of 50,000 yuan ($7,003), disbursed in two equal installments of 25,000 yuan each.

Application requirements

1.Employer requirements

The applying entity must be an enterprise or public institution registered and operating in Minhang district.

2.Individual requirements

• Applicants must be Shanghai citizens aged below 40. For applications in 2025, eligible applicants must be born on or after Jan 1, 1985.
• Applicants should be full-time doctoral graduates from domestic or overseas universities within one year of graduation. For 2025 applications, the graduation certificate must be dated between Jan 1, 2024, and Dec 31, 2024.
• Applicants should have obtained a Shanghai household registration within one year of graduation, which means the registration date must fall within one year of the graduation certificate date.
• Applicants must have signed a full-time formal employment contract of three years or longer with the applying entity and have social insurance contributions paid in Minhang district. The first subsidy installment can be applied for after six consecutive months of social insurance contributions, and the second after 18 consecutive months. Supplementary payments are not allowed.
• The applicant must not have previously received any housing subsidies for graduates under Minhang district talent policies.

Required documents

1. Signed and stamped the completed Minhang District Doctoral Graduate Housing Subsidy Application Form. The form will be generated automatically online after completion.

2. Valid ID and household registration booklet of the applicant.

3. Doctoral diploma and degree certificate.

4. Certification of foreign academic certificate and a degree certificate verified by the Ministry of Education (for overseas doctoral graduates only).

5. A full-time formal employment contract of three years or longer with the applying entity. For entrepreneurial talent, provide tax payment records for at least six months and a business license.

6. For the first application, provide social insurance payment records for the most recent six months. For the second-year application, provide records for the most recent 18 months. Supplementary payments are not allowed.

7. Recent electronic photo of the applicant.

8. A certificate of no criminal record. This can be applied online via the Suishenban app or obtained offline at a local police station.

• Applicants can use the "Legal Entity One Pass" (法人一证通) account to log in to the official website of Minqi Lianlang闵企连廊 (https://zcpt.shmh.gov.cn). Click on "Policy Supermarket" (政策超市) and search for one of the following:
