The application process for the 2025 Qingpu District Project to Support the Gathering of Scientific and Technological Innovation Talent is now open. Details are as follows:

Background

Shanghai's Qingpu district has issued a series of measures to attract and support scientific and technological innovation talent. The initiative aims to foster key industrial clusters in the district, such as new-generation information technology, advanced equipment manufacturing, and modern logistics, and promote the integration of talent, innovation, industrial, and capital chains, and support science and technology talent in innovation and entrepreneurship.

Categories

1.Scientific and technological innovation talent: Innovative talent newly introduced by enterprises in Qingpu district to address key technology difficulties.

2.Scientific and technological entrepreneurship talent: Entrepreneurs who have newly established enterprises in Qingpu district with their technology, projects, or capital.

3.Scientific and technological innovation team: Teams led by innovation talent that guide enterprise innovation, solve major industrial technical problems, promote  result commercialization, and advance Qingpu's industries.

4.Scientific and technological entrepreneurship team: Teams led by entrepreneurial talent that have newly established enterprises in Qingpu, capable of solving technical challenges, commercializing achievements, and advancing local industries.

Requirements

Scientific and technological innovation talent:

Applicants must meet all the following conditions:

1. Work experience: Applicants must have work experience at an enterprise in Qingpu district within the last three years (after Oct 2022).

2. Educational background: Applicants should hold a doctoral degree (exceptions for outstanding candidates aligned with the district's key industrial development directions).

3. R&D experience: Applicants should possess at least two years of relevant R&D work experience in key positions at leading domestic or international enterprises, universities, or research institutions, with outstanding achievements, and possess clearly defined core technological intellectual property that promotes enterprises' independent innovation and technological upgrading.

4. Innovation contribution: Applicants should serve the enterprise for at least three consecutive years (minimum six months per year), preferably full-time, leading innovation work, addressing technical challenges, and promoting enterprise growth. Personal investment and project equity is preferred.

5. Enterprise requirements: The recruiting enterprise must have a solid foundation in scientific and technological innovation and provide sufficient support and guarantees in remuneration, staffing, R&D facilities, and workspace.

6. Project requirements: Leading technical R&D projects with clear objectives, potential for results transformation, industrialization, and economic and social benefits.

Scientific and technological entrepreneurship talent

Applicants must meet all the following conditions:

1. Work experience: Established an enterprise in Qingpu district within the last three years (after Oct 2022).

2. Educational background: Hold a master's degree or higher (exceptions for outstanding candidates aligned with the district's key industrial development directions).

3. Entrepreneurship experience: Possess at least three years of relevant R&D, management, or self-employment experience with outstanding achievements.

4. Entrepreneurship contribution: Principal responsibility for the enterprise, contributing a minimum of 1 million yuan ($140,420) in cash or equivalent to the enterprise's paid-in capital, and holding no less than 30 percent of equity or being the largest individual shareholder. Applicants must master the enterprise's core technology, possess independent intellectual property rights, and achieve technological results that are internationally advanced or domestically leading among similar technologies. Primary efforts should be devoted to the Qingpu-based enterprises. Applicants must lead the technical R&D and innovation management of the startups, capable of pioneering new technical paths, business models, and industrial patterns in relevant fields. Full-time focus on Qingpu enterprises is prederred.

5. Project requirements: Leading science and technology entrepreneurship projects in Qingpu district, with clear goals for technological output and enterprise growth, and the potential to achieve results, transformation, and industrialization in the future, generating economic and social benefits.

Scientific and technological innovation teams and entrepreneurship teams

Applicants must meet all the following conditions:

1. Team composition: Generally comprising three or more persons, with a leader meeting the relevant requirements for "Scientific and Technological Innovation Talent" or "Scientific and Technological Entrepreneurship Talent." Core members should hold doctoral degrees, possess strong innovation capabilities, rich R&D and management experience, and good performance and results, working full-time in Qingpu. The structure of the team and the division of responsibilities should be clearly defined, with a solid foundation for cooperation, clear R&D goals, and the ability to stable collaboration for at least three years.

2. Innovation and entrepreneurship experience: Team members should have started a business or be employed at a Qingpu-based enterprise within the last three years (after Oct 2022). Innovation teams must have signed formal labor contracts with their employers and already commenced work, while entrepreneurship teams must have formally established a company.

3. Team performance: Should hold a significant innovative position and academic influence in the relevant field, possess strong innovation capability and resource integration skills, with research levels and achievements ranking high in relevant fields or industries, demonstrating outstanding performance.

4. Team capability: The team's primary focus is on Qingpu's development, possessing international vision and strategic insight, capable of solving major industrial technical problems, promoting the commercialization of industrial achievements, and driving the extension and leapfrog development of Qingpu's industries towards high-end sectors.

5. Project requirements: Possess independent intellectual property rights, and have either received funding, obtained equity financing, or achieved sales revenue of over 20 million yuan in the previous year. Biomedical projects should have mature products or R&D results. The project must possess the potential to achieve results, transformation, and industrialization in the future, generating significant economic and social benefits.

Implementation period

The implementation period of the applied project shall not exceed three years. Preliminary work related to the project already carried out by the applicant or team since Jan 1, 2025, can be included as part of this application.

Application method

1.Independent application: Applicants apply independently through their affiliated enterprise. After preliminary selection at the enterprise's registration location, the enterprise applies to the project authority.

2.Recommendation application: Registered key enterprises and institutions in Qingpu district may directly recommend applications to the project authority.

3.Self-recommendation application:

• Applicants for Scientific and Technological Innovation Talent or Scientific and Technological Entrepreneurship Talent projects must be project leaders.
• Must have received corresponding awards in competitions specified in the "Innovation and Entrepreneurship Competition List" within the past three years.
• Qualified applicants may self-recommend to the project authority. Their awarded project can enable direct access to the centralized expert review stage.
• Qualified applicants for Scientific and Technological Entrepreneurship Talent projects who have made a personal cash investment of 2 million yuan or have received investment of 5 million yuan or above from investment institutions registered with the Asset Management Association of China in the past three years may self-recommend to the project authority. After qualification review, they will be directly included in the preliminary candidate list, with project grade and support determined by the amount of equity financing obtained.

Application process

1.Prepare electronic materials: Applicants shall select one category, complete the corresponding application form, and prepare relevant supporting documents according to the required materials list.

2.Online centralized submission: Applicants should visit the Government Online-Offline Shanghai (一网通办) website (https://zwdt.sh.gov.cn/govPortals/index.do), find the "Enterprise Exclusive Space (企业专属空间)" entry under the "Optimizing Doing Business Environment (优化营商环境)" section.

After entering, select "Qingpu District". Click on the "Qingpu District Project to Support the Gathering of Sci-Tech Innovation Talent (青浦区支持科创人才集聚项目申报)" banner.

Log in using the "Legal Entity One Pass" (法人一证通) account, and upload the application form and relevant supporting materials.

3.Submit paper materials: After the authority completes the acceptance and preliminary review, applicants shall print and bind the paper materials. Submit two signed and officially stamped copies each of the application form and supporting materials to the Qingpu District Science and Technology Commission (Address: Room 4001, No 80 Gongyuan Road, Xiayang Street, Qingpu district).

Timeline

The deadline for independent application is Oct 24, 2025.

The online centralized submission period runs from Oct 22 to 24, 2025.

Recommended and self-recommendation applications are accepted year-round and will be centrally processed by the project authority.
