Putuo steps up to become a major global talent hub

At a pivotal stage in China's modernization effort, Shanghai's Putuo district is implementing a comprehensive talent-chain strategy — including attraction, development, retention, and application — to boost talent support and promote high-quality regional economic and social growth.

By the end of the 14th Five-Year Plan (2021-2025), Putuo district's total talent resources reached 356,000, marking a 27 percent increase compared to the previous period. The district has established high-level talent teams with skilled workforce continuing to expand. Its initial industry-talent integration has begun to develop in sectors such as intelligent software and R&D services.

The district has enhanced its talent platforms and support services. Major initiatives like the China-Singapore dual talent hub and Feishu China offer professional support. Housing aid and customized talent programs also help attract and retain skilled professionals.

Under the 15th Five-Year Plan (2026-2030), the district aims to achieve four strategic goals: developing a western Shanghai hub for overseas talent, promoting coordinated innovation along the Shanghai-Nanjing corridor, establishing an industry-talent integration demonstration zone, and creating a comprehensive talent development ecosystem city.

Internationally, the district will broaden cooperation via the Singapore hub, explore opportunities in Spain, and engage with Belt and Road countries. A comprehensive model combining offshore linkage, cross-border incubation, and domestic acceleration will align global talent resources with local development needs.

To foster talent development, Putuo district promptly updates essential talent lists, enhances top-tier platforms like Feishu China and Tsinghua University's International Innovation Center in Shanghai, and promotes university-industry collaboration. Practical bases for doctoral and postdoctoral researchers support youth development and connect individual growth with regional progress.
