Qingpu district launches six talent measures to power integrated industry development
Shanghai's Qingpu district is promoting the integrated development of six key sectors: agriculture, culture, tourism, commerce, sports, and exhibitions.
To provide strong talent support for this strategy, the district has introduced a package of "six measures" offering incentives in areas such as residency, home purchases, rural entrepreneurship, and skills enhancement. Eligible professionals may receive subsidies of up to one million yuan (about $140,000), along with a full range of supporting services.
Measure 1: Shanghai residency (hukou) support
The policy provides tailored Shanghai household registration (hukou) solutions for key talent and their core team members, offering one-on-one guidance and full-process support throughout the application and approval process.
Measure 2: Home purchase subsidies
The policy offers tiered home purchase subsidies to newly introduced high-level talent, including those in the Qingfeng talent program. Qualified talent of categories A to F may receive subsidies of up to 5 million, 3 million, 1 million, 500,000, 200,000, and 100,000 yuan, respectively. Newly introduced elite professionals with high credentials, titles, or significant achievements may also receive subsidies of up to 1 million yuan.
Measure 3: Rural entrepreneurship subsidies
Subsidies are available for founders of qualified agricultural cooperatives or enterprises registered and operated in Qingpu. Based on the company's scale, development stage, and the founder's education level, subsidies of up to 500,000 yuan are granted for startups, while growth-stage businesses may receive up to 800,000 yuan.
Measure 4: Youth talent subsidies
Recent graduates within three years with a bachelor's degree or higher, who work in Qingpu's six integrated industries and rent housing locally, are eligible for rental subsidies of up to 50,000, 40,000, 30,000, or 20,000 yuan, which are determined by social security contribution levels or a points-based ranking.
Measure 5: Skills enhancement subsidies
The policy rewards highly-skilled talent with honors at national, municipal, or district levels, offering subsidies of 100,000, 20,000, 500,000, 1 million, and up to 3 million yuan.
Skilled professionals in the integrated industries can also receive vocational training subsidies ranging from 1,000 to 3,000 yuan, based on their skill certification level.
Measure 6: Exclusive talent services
Outstanding professionals, such as "rural CEOs," are supported for inclusion in the Qingfeng Talent Program's leading and top-tier categories and brought under the Talent Gold Card service system. They will enjoy exclusive services including healthcare coverage, legal support, and financing services.
