Fengxian launches applications for 'Bole' Award top talent recruitment program

Shanghai's Fengxian district has launched applications for the "Bole" Award program to honor social agencies making outstanding contributions to the recruitment of top talent.

The program aims to fully leverage the key role of the market in allocating talent resources, encourage efforts in gathering exceptional talent in the district, and accelerate the establishment of a talent hub in Shanghai.

Application details are outlined below.

I. Applicants and eligibility

Applicants

Social agencies that have made outstanding contributions to assisting local employers in recruiting high-level talent, including the following categories:

1. Human resource institutions, including talent service agencies.

2. Overseas Chinese associations, international student organizations, and other overseas talent agencies.

3. Various organizations including social associations, foundations, and private non-enterprise units.

4. Platforms of appointed talent recruitment ambassadors, talent recruitment cooperation agencies, and overseas talent recruitment stations in collaboration with the district.

5. Other institutions, organizations, or platforms capable of recruiting high-level talent to the district.

Basic eligibility

1. Applicants must have been established for at least two years.

2. Applicants must be in good operational condition, with no records of major fraud or criminal offenses.

3. Applicants must have a complete financial management system.

 

II. Talent categories

Applicants are divided into individuals and teams:

Individuals

1. Global top talent:

Mainly includes winners of international prestigious awards such as the Nobel Prize, winners of the National Highest Science and Technology Award, recipients of national honorary titles, members of the world's leading science and engineering academies, and equivalent talent.

2. National high-level talent:

Mainly includes winners of the first prize of the National Natural Science Award, project leaders of the National Science Fund for Distinguished Young Scholars, and equivalent talent.

3. Provincial high-level talent:

Mainly includes winners of the first prize of the Shanghai Science and Technology Progress Award, recipients of the Magnolia Talent Plan and Oriental Talent Plan, and equivalent talent.

4. Overseas outstanding talent:

Mainly includes innovative talent who have obtained overseas doctoral degrees, overseas work experience, and possess the potential to become industry leaders, as well as entrepreneurial talent who have obtained overseas degrees or rich overseas management experience.

5. Urgently needed talent:

Other urgently needed talent for Shanghai and the district's development who are not explicitly listed above, but are of equivalent levels. Candidates should be recognized upon approval by the district's talent bureau.

Teams

1. A team must have at least three members, consisting of a principal leader and core members. The team should have a well-structured professional structure, with complementary capabilities, a solid work foundation, clear main research and development directions, and the ability to cooperate for over three years upon recruitment.

2. Team members generally should hold a doctoral degree and have over two years of R&D or management experience at renowned domestic or international enterprises, universities, research institutes, or medical institutions, with outstanding performance.

3. Eligible high-level talent teams will be classified as Global Top Talent Teams, National High-level Talent Teams, Provincial High-Level Talent Teams, or Overseas Outstanding Talent Teams, based on the category of the team's principal leader.

III. Requirements for talent recruitment

Recommended candidates must meet the following requirements:

1. Applicants must have signed a formal employment contract with an employer for at least three years. The employer must be formally registered and operating within the district, possessing independent legal person status and personnel management autonomy. Recommended candidates should generally start working in Shanghai before Dec 31, 2025. If there is a probation period, it should end by Dec 31, 2025, and the talent should continue working with the same employer after the probation period.

2. For recommended entrepreneurial candidates, the registered capital of the established enterprise should be no less than 5 million yuan (about $720,360), and they should be the principal founder or team. Recommended innovative candidates must be employed in key technical or senior management positions, with a general annual salary of more than 500,000 yuan per person.

3. Recommended candidates should be able to drive significant economic benefits for the employer and create social employment opportunities. They should possess independent intellectual property rights and invention patents, with advanced technological achievements capable of promoting major enterprise R&D projects and research results commercialization.

4. The recommended candidates must have good professional ethics, a rigorous scientific research style, and a spirit of teamwork. They must comply with laws and regulations, pay taxes legally, and have no violations of laws or regulations.

Note: For applicants with exceptionally outstanding achievements, the above conditions may be relaxed upon review.

IV. Application materials

1. Application forms and related attachments.

2. Main qualification materials demonstrating the capabilities of the recruited talent, including:

  • Copies of valid ID cards or passports of the recommended talent or core team members; original and copies of academic and degree certificates with verification reports, and professional or technical title certificates; original and copies of proofs for selection or admission to talent programs and the awards received.
  • For recommended entrepreneurial talent: provide original and copies of the enterprise's business license, articles of association, proof of equity contribution including technology, and proof of position in the enterprise. For recommended innovative talent, provide a copy of the employment contract with the employer clearly indicating compensation and benefits, stamped by the employer.

3. For recommended entrepreneurial talent: Provide proof materials of the applicant's successful recommendation and introduction process, such as email correspondence, original memos, meeting records, photos, audio-visual materials. The materials must demonstrate the direct relevance of the applicant in the process, including timestamps, and include at least two types of evidence.

For recommended innovative talent: Provide a copy of the delegate protocol between the employer and the applicant institution, and a copy of the invoice for related fees paid by the employer to the applicant.

4. Other relevant supporting materials deemed necessary.

V. Other requirements

The recommending units are responsible for the authenticity of the application materials. If ant fraud, falsification of materials, concealment of facts, or defraud of awards are discovered during the application process, the applicant will be disqualified for five years and shall bear corresponding legal responsibilities. If the applicants are suspected of a crime, criminal liability shall be pursued according to law.
