Shanghai outlines sci-tech innovation priorities for 2026

Building on the steady progress made in 2025, Shanghai will focus on strengthening the synergy between sci-tech and industrial innovation, as well as cultivating new quality productive forces in 2026, according to the government work report delivered by Shanghai Mayor Gong Zheng at the annual session of the Shanghai Municipal People's Congress on Feb 3.

Efforts will focus on three key areas:

1. Accelerating the efficient conversion and application of major scientific and technological achievements.

Shanghai will deepen reforms to grant full ownership of scientific and technological achievements to researchers. Support will be given to proof-of-concept platforms, pilot-scale testing platforms, and high-quality incubators to enhance their service capacities.

2. Promoting intelligent, green, and integrated industrial development.

The city will implement the "Artificial Intelligence+" initiative, strengthen the planning and construction of computing infrastructure, domain-specific corpora, and vertical models, and promote the application of next-generation intelligent terminals and AI agents. Efforts will also be made to accelerate the intelligent transformation of key industries, with the goal of establishing over 50 additional advanced smart factories.

3. Enhancing the integrated development of education, science and technology, and talent.

The city will accelerate the development of its global talent recruitment network, organizing talent events such as the Conference on the International Exchange of Professionals, the "Shanghai Talent+" Global Innovation and Entrepreneurship Competition and Summit, and the Shanghai Y50 Forum for Innovation and Entrepreneurship.
