Pudong launches rent subsidies for youth startups
Shanghai's Pudong New Area has opened applications for subsidies for low-rent startup spaces designated for youth innovation projects.
The initiative aims to attract more outstanding domestic and international talent to pursue innovation and entrepreneurship in the area.
Application details are outlined below.
I. Eligible applicants
Low-rent startup spaces under Category A that are registered with the Pudong New Area Commission of Science and Technology and Economy.
II. Scope of support
Registered low-rent startup spaces may apply for subsidies based on government-approved preferential rates after signing lease agreements with youth talent who has passed a preliminary qualification review.
This round covers rent payments between Jan 1, 2025, and Jan 31, 2026, under contracts signed before Jan 31, 2026.
Note: Rent already subsidized in 2025 is not eligible for reapplication.
III. Required materials
Applicants must submit the following documents:
1. Subsidy application form for low-rent startup spaces, completed and exported from the online system.
2. Business license of the youth startup and a recent electronic tax payment receipt issued by the tax authority.
3. Lease contract, rent invoice, and bank transfer records of the youth startup.
4. Proof that the youth talent is the largest natural-person shareholder and their employment contract (not required if submitted during preliminary qualification review).
5. Evidence of the enterprise's innovation attributes, such as R&D expenses, technical contracts, or intellectual property.
6. Recent social insurance records of the youth talent and proof of enterprise social insurance payments.
7. Other relevant materials.
Applicants should compile all documents into a separate folder and upload them together in one package. All materials should be reviewed before submission to avoid delays in fund disbursement due to returned applications.
IV. Application process
1. Online submission
(1)Visit the "Puyida" (浦易达) Pudong New Area enterprise service platform. Log in with the "Legal Entity One Pass" (法人一证通) account and proceed with the application.
(2)Complete the online application form and submit supporting documents in clear, legible PDF format. No hard copies are required.

From 9 am, Feb 2, 2026, to 4 pm, Feb 14, 2026.

V. Supervision and management
1. All submitted materials must be lawful and authentic. Fraudulent submissions will result in the revocation of allocated funds, disqualification from future applications, and possible legal consequences.
2. Low-rent startup spaces must strengthen management and services for youth talent enterprises. Subleasing of the rented space is strictly prohibited. Startup spaces are responsible for verifying application materials. If an enterprise is deemed ineligible, the startup space and the youth talent shall resolve any related issues independently.
3. The same enterprise is not eligible to receive duplicate rental subsidies under Pudong New Area policies; the most favorable applicable policy shall apply.
