Minhang rolls out application-free, post-verification rental subsidy for 'Chunshen' talent
Shanghai's Minhang district has rolled out an application-free, post-verification model for its "Chunshen" talent housing rental subsidy, starting in 2026.

The subsidy process for the rental subsidy under the "Chunshen" talent housing rental subsidy has been optimized from its previous sequence of application, acceptance, review, submission of materials, approval, and disbursement, to just three steps: data matching, confirmation of intent, and subsidy disbursement. The subsidy will be automatically disbursed into the applicant's personal bank account each month.
Comprehensive verification will be conducted through intelligent audits and regular spot checks to ensure the accuracy of subsidy disbursements.
Eligible recipients
Applicants must qualify as "Chunshen" talent within the relevant categories as recognized by the district talent work authority. They must meet the following conditions:
1. The applicant, their spouse, and minor children must have no ownership of residential property in Shanghai.
2. The applicant must rent housing in Shanghai and pay rent.
3. The applicant, their spouse, and minor children are not receiving other talent housing subsidies.
4. The rental subsidy period must fall within the validity period of the talent recognition, and the cumulative duration must not exceed three years.
5. If both spouses meet the eligibility criteria, only one may receive the subsidy.
Subsidy standards
1. Top Talent: up to 20,000 yuan (about $2,900) per month.
2. Excellent Talent (academic/technical): up to 5,000 yuan per month.
3. Outstanding Talent (academic/technical): up to 4,000 yuan per month.
4. Elite Talent (academic/technical): up to 1,500 yuan per month.
5. Young Innovative Talent: up to 1,000 yuan per month.

Application procedure
Employers should use the "Legal Entity One Pass" (法人一证通) account to log in to the Government Online-Offline Shanghai (一网通办) website, verify and confirm the list of subsidy recipients, complete the required information, including the applicant's rental details and bank account in accordance with the system instructions, and upload the applicant's letter of commitment and authorization.
Employers are responsible for the completeness and authenticity of the information provided. Any changes must be updated promptly in the system.
Supervision and management
Spot checks will be conducted monthly on a specified percentage of cases. Materials must be submitted in accordance with the requirements. Failure to submit within the deadline will result in the suspension of all talent subsidy disbursements, and recovery of subsidy funds will be pursued as deemed necessary.
Individuals and employers found to have submitted false materials or concealed true information will have such violations recorded in relevant credit records upon verification. Subsidy funds will be recovered, the applicant's talent recognition status will be revoked, and the employer may be barred from applying for various talent policy programs for two years, depending on the severity of the case.
Notes
1. The "Chunshen" talent housing rental subsidy will be implemented on a rolling basis. The disbursement list for the following month will be finalized at the end of each month, after which payments will be made accordingly.
2. After the employer completes the initial submission, no further monthly submission is required unless there are changes to the talent information or the subsidy list.
