Shanghai's Yangpu district launched the "super individual community" for one-person companies on Fuxing Island on March 2.

As a key platform for building Fuxing Island into a global hub for innovators, the community focuses on cultivating new quality productive forces and stimulate entrepreneurial vitality. A dedicated policy package and empowerment plan were also unveiled.

Yangpu has leveraged its unique advantages by combining universities and leading technology companies with full-chain support from the government and local enterprises. By integrating resources across policies, technologies, platforms, and services, the district has established a one-stop platform for entrepreneurship.

The policy package aims to attract entrepreneurs from around the world through targeted financial support and comprehensive services. It covers accredited communities for one-person companies, AI-driven one-person companies, and a network of service partners, focusing on future industries and cutting-edge sectors. A total of 10 measures were introduced under the theme of "investing in people, supporting with technology, and integrating services".

1. Investing in people

The district emphasizes meeting the practical needs of talent to build a low-cost, high-density entrepreneurial hub. To attract new talent, it leverages the "3310" High-Level Talent Introduction and Cultivation Action Plan, alongside resources from leading technology companies, to support one-person companies.

The policy package also provides diverse, affordable, and high-quality living environments for innovators. For example, it has built talent apartments on Fuxing Island with a monthly rent below 1,000 yuan ($145), while green channels have been opened to streamline talent-related services.

To foster an innovative environment, the district organizes events and competitions to allow entrepreneurs to exchange creative ideas, collaborate, and explore new business opportunities.

2. Empowering with technology

Technological development is a key focus, with a full-process incubation model from empowerment to support.

The community provides a full suite of AI tools to strengthen its technological foundation, including AI toolkits, industry-specific intelligent agents, and token services. Funding support of up to 10 million yuan, 10 million yuan, and 20 million yuan respectively is available for related investments, helping lower technological barriers for enterprises.

Technical service support is enhanced through innovation vouchers, with each enterprise eligible for up to 200,000 yuan annually. These subsidies can be used to purchase specialized scientific and technological services from universities and research institutions, promoting technology research and development and product optimization.

In addition, the policy package provides full-process entrepreneurial guidance to support startup growth. A professional mentor team has been formed, and communities are encouraged to bring in service teams from major technology companies to provide training, resource matching, and tools, with support of up to 10 million yuan.

3. Integrating for services

The policy package focuses on the full entrepreneurial lifecycle, providing integrated one-stop services. A dedicated service section for one-person companies has been established on the Government Online-Offline Shanghai (一网通办) platform to provide free tax filing and bookkeeping services. It also connects resources from leading companies to provide professional legal and HR support.

Registered companies are offered zero-cost entrepreneurial spaces and move-in-ready offices, with full exemption from rent and property management fees in the first year. Full-cycle financial support is provided, guiding capital towards early-stage, small-scale, and high-potential ventures through financial matchmaking services.

Beyond that, the policy package leverages the commercialization capabilities of leading companies to help turn innovations into marketable results and support one-person companies in government and industry evaluations. High-potential enterprises are included in cultivation programs for high-tech and specialized enterprises to accelerate their growth.

Moving forward, Yangpu will continue to improve policy support and related facilities, positioning Fuxing Island as a globally influential innovation hub characterized by low costs, high efficiency, and convenience.
