Shanghai's Changning district launched the Tianshan Business Circle "Huixin" Talent Service Station during a Tianshan industrial innovation and development salon, held at No 500 Loushanguan Road on March 20.

Covering 300 square meters, the station features four functional zones: a front hall exhibition area, a talent service area, a meeting area, and an innovators' space. The inauguration of an innovation and entrepreneurship roadshow hall further underscores Changning's ongoing efforts to develop platforms such as the Shanghai Talent+ competition to support international talent.

Designed to facilitate resource connection, the roadshow hall forms part of a full-chain support system spanning talent cultivation to service provision. By hosting project roadshows and youth innovation and entrepreneurship competitions, it provides a platform to showcase talent-driven projects, with outstanding candidates recommended for higher-level competitions.

To further strengthen support for high-level talent, the district has upgraded both the Changning Hongqiao Talent Hub and the Shanghai Hongqiao One-Stop Service Center for Overseas Talent. The upgraded "Huixin" station will serve both domestic and international talent, support innovation and entrepreneurship, and integrate community-based services.

The station will also act as an interactive platform for regional alumni associations and talent organizations. During the ceremony, four alumni associations established a presence at the station.

At the same time, the first Foreigner's Work Permit was issued at the station, further streamlining talent service procedures.

Complementing these developments, two service lists for the hub were released at the event to address practical needs. These include on-site processing for two high-frequency services, full online processing for four housing-related services, and a range of consultation services.

Leveraging local resources, the subdistrict also introduced a tailored service list covering legal support, traditional Chinese medicine health services, and intangible cultural heritage experiences.

In parallel, the district talent bureau introduced the city's first "talent service specialist to the grid" model. Under this initiative, three specialists from the district talent service center have been assigned to the subdistrict's three main grids, where they will collaborate with local teams in joint visits and coordinated services, extending the reach of talent services.

During the salon, professionals from TAL Education Group, the University of Manchester China Centre, and Donghua University National Science Park discussed industrial opportunities, talent cultivation and attraction, and collaboration between universities and local government.
