Fengxian unveils housing incentives, facilitation measures for talent

Shanghai's Fengxian district has rolled out a series of incentives to optimize its services and support for young professionals, including enhanced housing assistance and five facilitation measures.

Housing support

The district has expanded its existing talent rental housing subsidy policy by introducing a new package offering up to one year of free accommodation in talent apartments, and three years of reduced housing costs.

The policy targets four groups in Fengxian:

1. Interns and trainees:

Eligible to apply for free talent accommodation for up to six months per year.

2. Job seekers:

May apply for free stays of up to 15 days under the dedicated hostel program.

3. Innovators and entrepreneurs planning to start a business:

This includes teams participating in competitions such as Shanghai Talent+, as well as those intending to settle in key local industry platforms. These teams may apply for up to one year of free accommodation in talent apartments, covering the period from project roadshows and negotiations to project implementation.

4. Newly employed talent and incoming entrepreneurs:

- Professionals working for key enterprises aligned with the district's industrial development priorities may apply for monthly rental subsidies of up to 2,000 yuan (about $294) for a maximum of 36 months for dedicated apartments.

- Frontline skilled workers and talent with junior college degrees who make significant contributions are eligible for a monthly subsidy of 800 yuan.

Five facilitation measures

The facilitation measures focus on five key areas: transportation, housing, healthcare, business travel and consumption, and household registration services.

The measures will first cover key areas with high concentrations of talent, strong demand for convenience, and infrastructure that still needs improvement, including industrial parks such as Fengxian's overseas returnee town and Oriental Beauty Valley, as well as talent communities and university clusters, while also extending across the district.

1. Transportation facilitation

- Optimized bus network: The Hu-Tang Express Line route has been adjusted, and five transfer points with the Airport Link Line and other rail transit services have been added, enabling faster connections between Qingcun, Fengcheng, Jinhui, and the Hongqiao transportation hub.

- Enhanced industry‑education shuttle services: A direct route now links the Chemical Industry Zone, the university cluster in Haiwan town, Fengxian Xincheng Station, and the core area of Oriental Beauty Valley, cutting travel time by 15 minutes.

- Customized bus shuttle services: On-demand bus services will be piloted in the comprehensive industrial development zone, shared bicycle services will be expanded, 100 new park-and-ride spaces will be added at Baolong commercial district, and evening services on the Haiwan Express will be extended to match the final metro departures.

2. Housing tenancy facilitation

- Increased apartment supply: This year, 4,000 fully furnished rental apartments will be added near industrial parks and university campuses.

- Streamlined application procedures: The "Intelligent Xiaoxian" AI-powered platform will add VR viewing and online apartment selection functions to enable one-stop housing applications.

- Enhanced community services: Talent community development will be strengthened by integrating business incubation, administrative services, cultural and social activities, and community services.

3. Healthcare facilitation

- Universal services: Talent who have enrolled with a family doctor are eligible for free health assessments.

- Targeted services: Each of the district's 16 community health centers is paired with a key industrial park, with family doctor clinics set up to provide support. Services such as online medication delivery, personalized health check‑ups, and referrals will be offered.

- Specialized services: Health service points have been established in areas such as Fengxian's overseas returnee town, offering home services by appointment. In addition, high‑level talent is assigned a dedicated family doctor and receives priority access to healthcare services.

4. Business travel and consumption facilitation

- Cultural and tourism experiences: A one-stop cultural and tourism guide will be compiled, featuring 11 leisure routes and four industrial tour routes. The district will also work with professional service providers to offer in-depth tours of Fengxian and experience camps for talent in key industries, as well as university faculty and students.

- Trendy consumption markets: The district will introduce new nighttime and outdoor economy formats, including container markets and distinctive commercial streets.

- Daily life conveniences: Convenience stores will be added in key industrial parks, and new neighborhood markets will be built in key residential areas.

5. Household registration facilitation

- Proximity service: Household registration assistance is available at 320 community police offices across the district.

- Express service: A dedicated window for enterprise batch applications for points-based household registration, combined with a flexible document-submission channel, ensures same-day acceptance and processing for urgent household registration or points-based applications.

- Coordinated service: A joint mechanism linking the public security household registration services with the talent center's points-based services enables one-stop processing without in-person visits for talent points-based applications or household registration.
