Xicen International Talent Hub streamlines household registration and homebuying services
Qingpu district launched its core talent service platform, the Xicen International Talent Hub, in March 2025.
In its first year of operation, the hub handled more than 40,000 service visits, with both its self-assessed satisfaction rate and follow-up satisfaction rate among service recipients exceeding 95 percent. Its innovative practices have been recognized as a national best practice case in talent work innovation.
The hub integrates 440 service items across government services, housing, finance, health, education, and other areas. Among these, in-person guided assistance, culture and arts programs, and support for club and association activities have emerged as the most popular offerings.
The hub has established a smart service model integrating 23 frequently used services through dedicated service windows and a 24-hour self-service zone. To date, it has handled applications for more than 800 exit-entry documents and nearly 2,600 household registration matters for employees of high-tech enterprises.
The hub has also expanded its online services. The "Xicen Life" WeChat mini-program integrates six major sections covering agriculture, culture, commerce, tourism, sports, and exhibitions. In addition, its policy Q&A function provides real-time guidance, reducing pressure on in-person consultation counters while building a round-the-clock service system.
The hub has organized housing promotion events for families of employees at key enterprises, arranging property tours that covered 11 residential projects in the district for more than 400 people. Professionals can access property and policy information without leaving the hub or their offices.
In addition, the hub continues to expand its value-added service chain in finance, health, and education. For financial services, the hub has introduced 13 banks to provide rotating on-site services, establishing a full-chain homebuying and financing consultation model. Service windows are regularly open on Saturdays and during peak midday hours to accommodate professionals' schedules.
In collaboration with institutions such as Bank of China and Shanghai Pudong Development Bank, the hub has also set up service booths in company offices, bringing financial services closer to professionals' daily work and lives.
