Shanghai's Baoshan district has launched the 2026 selection process for the "Sanjiang Talent" Program.

I. Eligibility

The program is open to outstanding talent recruited full-time or cultivated within enterprises, public institutions, and social organizations located in Baoshan district.

There is no restriction on household registration or nationality, provided applicants meet the relevant criteria.

Individuals who have already been selected for national or municipal talent programs or have received related honors, as well as civil servants and leaders of district-managed enterprises and public institutions who no longer directly engage in professional technical work, are not eligible.

II. Selection criteria

1. Applicants must demonstrate outstanding academic integrity, good professional ethics, and public morality.

2. After selection, candidates are generally expected to continue working in their relevant positions for three years or longer.

3. Applicants, including any enterprises they have founded, must maintain a good credit record and must not be listed under joint disciplinary measures for dishonesty.

III. Programs

1. Leading Talent Program: 10 candidates

Outstanding talent who have made significant professional contributions in their field, demonstrated exceptional leadership, innovation capabilities, R&D strength, and development potential, and played an important role in Baoshan's economic and social development.

2. Top-notch Talent Program: 30 candidates

Professionals with solid expertise, notable achievements, clear development potential, and who have undertaken key tasks or delivered innovative outcomes in priority sectors.

3. Youth Talent Program: 100 candidates

Young professionals with strong academic backgrounds, solid foundations, innovation spirit, and teamwork ability, expected to contribute to technological innovation, industrial transformation and social development in Baoshan. Applicants are generally required to be under 40 years old.

IV. Application rules

Applicants may apply for different tiers of talent programs in a sequential order from lower to higher levels.

Hierarchy from highest to lowest:

- Leading Talent Program

- Top-notch Talent Program

- Youth Talent Program

Note:

1. Individuals selected for national or municipal talent programs are not eligible for duplicate support under this program.

2. During the support period, each individual may receive support from only one of the three sub-programs.

V. Tracks

The program features four professional tracks: Innovation, Entrepreneurship, High-skilled, and Social Undertakings and Others.

These are further divided into 13 review categories: technological innovation, industrial innovation, professional services, financial services, entrepreneurship, business management, high-skilled professions, education, health, culture and tourism, sports, legal services, and modern agriculture.

VI. Selection mechanism

1. Recommendation methods

Recommendation methods include employer recommendation, expert or social organization nomination, and self-nomination. Eligible candidates must have their applications submitted by their employers and reviewed by local sub-district, town, park and industry authorities.

2. Fast-track mechanism

Eligible applicants may be directly recognized as recommended candidates, including:

- Enterprise talent who have won awards in district-level or higher competitions and whose projects or businesses have been established in Baoshan

- Individuals selected for the "Shanghai Science and Technology 35 Under 35 Program"

- High-level overseas-educated returnees

3. Independent recognition

Key employers are allocated quotas for independent recognition of young talent, who may be directly confirmed as recommended candidates.

VII. Support measures

1. Financial support

Selected candidates may receive monetary support over three years:

- For Leading Talent: up to 300,000 yuan (about $44,164)

- For Top-notch Talent: up to 150,000 yuan

- For Youth Talent: up to 30,000 yuan

2. Cultivation support

Selected candidates may be given priority recommendations for national and municipal talent programs and projects, as well as high-level national and municipal events and competitions.

3. Development support

Selected candidates may receive access to high-level training, seminars, exchanges, and full-cycle support for innovation and entrepreneurship, including guidance, scenario matching, and networking.

4. Service support

Tailored membership services will be provided based on the program level.

VIII. Evaluation

The selection process includes first-year evaluation, mid-term evaluation, and end-of-term evaluation.

IX. Application

Employers must apply via the Government Online-Offline Shanghai platform (一网通办).
