The program comprises three tracks — public services, technological innovation, and economic and industrial development — while offering tailored support across four talent categories: outstanding professionals, leading experts, top specialists, and young talent.

Designed to accelerate the development of a world-class talent hub in Shanghai, the program focuses on priority areas with pressing talent needs, including advanced technologies, industrial development, and public services. It aims to cultivate professionals with integrity, expertise, and a strong commitment to contributing to society.

Selected candidates will receive financial rewards of up to 200,000 yuan ($29,493), along with support for innovation, housing, and healthcare. Additional assistance includes research funding, guidance on talent program applications, and access to resource-matching platforms, providing comprehensive support for professional development.

Putuo has been advancing emerging industries while continuously enhancing its talent services to support innovation-driven growth. Through the "Suhe" Talent Program, the district aims to foster a stronger talent ecosystem by aligning professional development with regional economic and social development.
