Overseas professionals working in the Yangtze River Delta Ecology and Greenery Integration Demonstration Zone can now access streamlined, cross-region residence permit services, eliminating the need for long-distance travel for key administrative tasks.

The Xicen International Talent Hub is a core service hub for the demonstration zone spanning Shanghai's Qingpu district, Jiangsu's Wujiang district, and Zhejiang's Jiashan county. It has upgraded its services to include on-site processing of Shanghai overseas talent residence permit applications. The optimization leverages the zone's integrated policies and shared qualification recognition to break down geographic barriers.

A German professional who runs a business in Jiashan previously had to travel to Qingpu's central area to apply for the permit. With the new service, he completed the process at a nearby location, saving time and travel costs.

Launched in March 2025, the two-story, 780-square-meter hub in Xicen functions as a comprehensive platform providing government and daily life services, emphasizing administrative efficiency, digital solutions, and support for daily living.

The hub has processed about 13,000 talent-related services, including household registration, immigration, housing, and financial services, with a satisfaction rate exceeding 95 percent.

Focusing on the entire life cycle of talent services, it streamlines cross-regional administrative procedures by launching a virtual service window to handle 116 government services, including ID card applications, household registration, and social security processing.

It has also established a dedicated service team, integrating hundreds of services to offer 10 one-stop services scenarios covering talent settlement, employment, entrepreneurship, education, and health care.

Digital empowerment has made talent services more efficient and convenient. The hub introduced an upgraded mini-program offering multiple online convenience services and a 24-hour self-service area. Users can handle high-frequency tasks, such as renewing residence permits and replacing passports.

In terms of housing and living support, the hub regularly organizes events such as property viewings, certification for rural talent apartments, on-site banking services, talent salons, skill-building sessions, and social networking.
