China outlines initiative to boost employment in service sector
China has launched an initiative to boost employment through service-sector development, with measures to stabilize jobs, expand employment capacity, and improve job quality. The initiative focuses on five major service sectors: domestic services, eldercare and childcare, culture, tourism and sports, accommodation and catering, and producer services.
1. Domestic services
Driven by diverse household service needs, including eldercare, maternal and infant care, daily care, and routine cleaning, the initiative promotes the professionalization, standardization, regulation, branding, and digital and intelligent development of the domestic service industry. It will cultivate influential leading domestic service enterprises and distinctive labor service brands in the domestic service sector to broaden employment opportunities.
2. Elderly care and childcare
The initiative aims to improve the three-tier elderly care service network across counties, townships, and villages; expand the coverage of community-based elderly care services; and increase the supply of rehabilitation nursing and integrated medical and elderly care services. It also promotes affordable childcare and integrated childcare and preschool services to create job opportunities.
3. Culture, tourism, and sports
The initiative guides the healthy and orderly development of performing arts and entertainment, gaming and animation, online literature, and other sectors. It promotes the high-quality development of the sports event economy and the ice-and-snow economy and encourages the integrated development of culture, tourism, sports, and commerce to create more employment and entrepreneurship opportunities.
4. Accommodation and catering
To meet the public's demand for upgraded consumption, the initiative supports new accommodation formats that incorporate historical, cultural, technological, and family-friendly elements. It also fosters catering services that are healthy and safe, nutritionally balanced, and locally distinctive, expanding employment opportunities in these industries.
5. Producer services
The initiative enhances the integration of producer services with advanced manufacturing and modern agriculture. It supports businesses in relevant fields to strengthen their capabilities, improve quality, and expand their scale, accelerates efforts to cultivate a group of key service enterprises, and promotes specialized, sophisticated, distinctive, and innovative small and medium-sized service firms, creating more high-quality jobs.
6. Policy and service support measures for service sector employment
The initiative also includes three policy and service support measures:
(1) Further stabilize and increase the number of jobs in service sector enterprises.
(2) Continue to implement the knowledge renewal project for professional and technical personnel, and cultivate versatile professionals suited to the high-quality development needs of the service sector.
(3) Strengthen public employment services and organize recruitment events in service subsectors.
