Yangpu's Fuxing Island, "an island for global innovators"in digital intelligence, design and the arts, has fully committed itself to providing "immediate response" services to one person companies (OPCs).

This commitment was reflected in an example set during the 6th "Shanghai Talent+" Competition OPC Innovator Camp, held as part of the Shanghai Global Talent Innovation and Entrepreneurship Competition. A project leader raised a practical concern, and the district talent bureau along with Tongji University Science Park responded with a tailored plan within minutes.

Since the city's first OPC Super Individual Community, empowered by leading tech companies, was launched on Fuxing Island in March, 324 applications have been received, 106 companies have been registered, and nearly 100 teams have settled there.

For OPC entrepreneurs, the community offers competitive incentives to support their landing, such as 20 million yuan ($2.95 million) in token vouchers available for applications at different tiers. Even after the vouchers are used up, users can still enjoy discounts of up to 50 percent.

The community has also rolled out 10 measures to address the practical needs of innovators: 3,000 square meters of workspace with ready-to-move-in workstations that are rent-free in the first year, talent apartments with monthly rent as low as 1,000 yuan, and 10 days of free accommodation a year during bootcamps.

After the policy briefing, the district talent bureau led a team into the Fuxing Island workstation area to provide detailed follow-up interpretations on various issues including talent apartment applications, residency point calculations, and computing power support.

The event also provided tailored mentoring for the "Shanghai Talent+" semifinalists. This year's competition received over 16,000 registrations, including a record-high 4,000 overseas projects. The mentors offered a clear framework: for seed-stage projects, focus on the team; for early-stage projects, focus on the business model; and for growth-stage ones, focus on growth potential.

Fuxing Island has committed to responding immediately to all the competitors’ needs. Its response system is supported by a series of incentives, such as the "one island, two domains" talent ecosystem framework, the postdoctoral support mechanisms, and the computing power subsidies.

By transforming the policies into practical services, Yangpu is attracting more innovators to pursue entrepreneurship.
