Provisions of Shanghai Municipality on the Promotion of the All-in-one Social Security Card for Resident Services Within the Yangtze River Delta Region

Article 1

With a view to innovating social governance, improving public service capabilities, ensuring and improving the people’s living, promoting the all-in-one social security card for resident services within the Yangtze River Delta Region, and advancing the high-quality integrated development of the Yangtze River Delta, these Provisions are formulated in accordance with the Outline of the Integrated Development Plan for the Yangtze River Delta Region, relevant laws and administrative rules, and relevant plans of the State, on the basis of the joint research by the standing committees of the people's congresses of Jiangsu Province, Zhejiang Province, Anhui Province and Shanghai Municipality and in the light of the actual circumstances of this Municipality.

Article 2

For the purpose of these Provisions, the all-in-one social security card for resident services within the Yangtze River Delta Region (hereinafter referred to as the “Yangtze River Delta Card”) means the social security card of the People’s Republic of China (hereafter referred to as the “social security card”) specially designed for the versatile uses of the multiple services across provinces within the Yangtze River Delta Region, including transportation, tourism, cultural experience, social security, medical and health care, financial services, and others.

The social security cards mentioned in these Provisions include physical social security cards and electronic social security cards.

Article 3

In accordance with relevant requirements of the State, this Municipality, Jiangsu Province, Zhejiang Province, and Anhui Province shall collect various resident service items, expand the fields and scope of use of social security cards, stimulate the integrated development of online and offline scenarios of social security cards within the Yangtze River Delta Region, promote the “integration of multiple cards”, the “integration of multiple QR codes”, and the “multiple uses of all-in-one QR codes”, and encourage resident services to be shared across the regions conveniently.

Article 4

The service and administration of the Yangtze River Delta Card shall follow the basic principles of consultation and cooperation, mutual recognition and mutual communication, convenience and benefits to the people, safety and efficiency.

Article 5

This Municipality, Jiangsu Province, Zhejiang Province, and Anhui Province shall jointly research significant matters relevant to the Yangtze River Delta Card. Based on the national integrated platform for government services and the national platform for social security card services and through the data sharing and exchange of the “One Network Government Services” in the Yangtze River Delta Region, the cross-provincial service data of the Yangtze River Delta Card shall be shared and exchanged, and data standards shall be uniformed and mutually recognized; based on the cooperation mechanism of the Yangtze River Delta Region, supporting measures in various fields shall be improved, application scenarios shall be uniformed, cross-regional service cooperation shall be promoted, relevant applications shall be interoperable, and relevant certificates and licenses shall be mutually recognized.

Article 6

The Municipal People's Government shall strengthen the leadership in the work of the promotion of Yangtze River Delta Card, establish and improve the promotion mechanism for the work of the all-in-one social security cards for resident services in this Municipality, and actively communicate with the people’s governments of Jiangsu Province, Zhejiang Province, and Anhui Province to synchronize the work of promotion.

The Municipal People’s Government shall specify the departments and their duties that shall be responsible for overall coordination, service application, technical supports, etc., include the all-in-one social security cards for resident services into the work systems such as the Government Online Offline Shanghai and cross-provincial government services, urge relevant departments and the people’s governments at lower levels to accomplish the tasks related to the cards.

Article 7

Relevant departments such as human resources and social security shall make known to the public the application conditions, service procedures, time limit for application, and other information related to social security cards to facilitate the social security card application for individuals.

Social security card administration institutions shall provide the service of off-home application, adopt the model allowing that the card application may be submitted online and offline, and that the reception and the approval of the application may be performed by institutions at different locations to facilitate the cross-regional application and acquisition of social security cards.

The social security card administration institution at the location where the social security card is issued shall be responsible for function enabling, loss reporting, replacing, reissuing, deregistration, etc.

Article 8

This Municipality, Jiangsu Province, Zhejiang Province, and Anhui Province shall jointly compile a list of the items suitable for the Yangtze River Delta Card, and dynamically adjust and make public the list. Relevant departments shall be encouraged to provide more services and use functions through social security cards and gradually expand the fields and scope of use.

Article 9

A social security card may serve as a valid identity certificate for public services, government services, accommodation registration, etc., unless otherwise provided by laws or administrative rules.

Article 10

In accordance with the provisions, holders of Yangtze River Delta Cards may be eligible for human resource services related to employment, entrepreneurship, labor relations, talent identification, etc., and social security services related to endowment insurance, medical insurance, employment injury insurance, unemployment insurance, maternity insurance, etc.

Article 11

A holder of Yangtze River Delta Card which takes on a transport card function, may use public transport such as buses, trolleys, railways, and ferries.

Article 12

A Yangtze River Delta Card holder may enjoy convenient services such as public libraries admission and reading, and public museums and tourist attractions admission and visiting.

Article 13

Yangtze River Delta Card holders who participate in the basic medical insurance may, in accordance with the relevant provisions of the State, go through the filing formalities for off-home-province medical treatment in the designated medical institutions outside the province and municipality, and the medical expenses incurred may be directly settled.

Article 14

This Municipality, Jiangsu Province, Zhejiang Province, and Anhui Province shall jointly promote the practice of distributing various types of subsidies benefiting citizens and farmers and social insurance benefits through social security cards, relevant departments shall adopt social security cards as the receiving accounts for new resident services, and the practice of distributing various types of resident service subsidies through social security cards shall gradually prevail.

Based on the financial feature of social security cards, financial institutions cooperating with social security cards shall be encouraged to provide beneficial and convenient services for social security card holders in the Yangtze River Delta Region.

Article 15

This Municipality, Jiangsu Province, Zhejiang Province and Anhui Province shall jointly promote digitization in the Yangtze River Delta Region, implement various tasks of digital government transformation, advance the integrated development of the Yangtze River Delta Card and the “One Network Government Services” in the Yangtze River Delta Region, expand the fields and scope of use of electronic certificates and licenses such as electronic social security cards, forward the mutual recognition with other regions of the State, and continuously improve the level of inclusiveness and convenience of public services in the Yangtze River Delta Region.

Article 16

All parties of the Yangtze River Delta Region shall be encouraged to actively explore and innovate the service and administration of the all-in-one social security card for resident services according to local conditions.

Ecological demonstration zones in the Yangtze River Delta Region shall be encouraged to conduct pilot programs of the all-in-one social security card for resident services, expand application scenarios, and take the lead in providing services and treatments for residents from other parts of the Yangtze River Delta Region.

Article 17

This Municipality, Jiangsu Province, Zhejiang Province and Anhui Province shall jointly promote the connection of provincial government service platforms, improve the social security card holder information and service application database, and support the data sharing, service collaboration and application scenario construction of the Yangtze River Delta Card.

This Municipality, Jiangsu Province, Zhejiang Province, and Anhui Province shall strengthen the cooperation, jointly prescribe the service and technical standards of the Yangtze River Delta Card, and promote the mutual recognition of relevant services and the exchange of data from different parts of the Yangtze River Delta Region.

Relevant departments, enterprises, public institutions, people’s organizations, and social organizations shall provide information system docking and service data support for the administration of the Yangtze River Delta Card application in accordance with law.

Article 18

This Municipality, Jiangsu Province, Zhejiang Province, and Anhui Province shall jointly establish the application platform support and security system for the all-in-one social security cards for resident services. Relevant departments shall improve the security management of on-line and off-line services, adopt relevant technical measures and other necessary measures, strengthen risk monitoring, establish emergency response mechanisms, and do a good job in data security and network security related to the all-in-one social security cards for resident services; personal privacy, personal information, business secrets and other data obtained in service and administration shall be protected according to law, and shall not be illegally used or leaked.

Article 19

Relevant departments and media including radio, television, newspapers and websites shall publicize the policies and measures, application scenarios and usage methods of all-in-one social security cards for resident services, guide card holders and relevant units to actively use social security cards in accordance with regulations, and create a good card use environment.

Article 20

Relevant departments shall provide card holders with services including usage consultation, service guidance, complaint acceptance, etc., through the offline use venues, online service platforms, and 12345 telephone hotline.

After receiving cross-provincial and cross-municipal complaints and reports on all-in-one social security cards for resident services, relevant departments shall promptly transfer them to the relevant provinces and municipalities for handling in accordance with law.

Article 21

Those who illegally lend or transfer their own social security cards, falsely claim, use, or steal others’ social security cards, forge, alter, buy, or sell social security cards, or buy, sell or use forged or altered social security cards shall be prosecuted for legal liability by relevant departments according to law; and the discredits shall be collected to service platforms for public credit information in accordance with the provisions, and credit punishments shall be imposed in accordance with law.

Article 22

If enterprises, public institutions, social organizations, and their staff offering public services violate these Provisions, and avoid or decline the use of social security cards, the relevant departments shall order them to make corrections; if the circumstances are serious, they shall be prosecuted for legal liability.

For the functionaries of a state organ who neglect their duties, abuse their power or engage in malpractices for personal gain in the service and administration of the social security card for resident services, the persons in charge responsible and the persons directly responsible shall be dealt with according to law.

Article 23

The Standing Committee of the Municipal People's Congress shall strengthen the supervision on the promotion of Yangtze River Delta Card in this Municipality by hearing and deliberating over the special work reports, conducting law enforcement inspections and other means.

Article 24

These Provisions shall be effective as of October 1, 2022.
