Regulations of Shanghai Municipality on Ensuring the Success of China International Import Expo

Chapter I  General Provisions

Article 1

With a view to ensuring the successful holding of the China International Import Expo (hereinafter referred to as “CIIE”), advancing high-level opening-up and quality development, and facilitating orderly and free flow of international and domestic factors of production, efficient allocation of resources and deep integration of markets, and driving concerted efforts to create an open, innovative and inclusive world economy, these Regulations are formulated in accordance with relevant laws and administrative rules, and in the light of the actual circumstances of this Municipality.

Article 2

This Municipality shall, jointly with relevant departments of the State, adhere to a high standard in the preparations, organizing and display of the expo, and improve the service and support for CIIE, so as to promote the global influence of CIIE and produce higher-level, more efficient and increasingly improved CIIE.

This Municipality shall, by capitalizing on the four major platforms of international procurement, facilitation of investment, cultural exchanges, and opening-up and cooperation, empower the industry chain and supply chain, and amplify the comprehensive effects of CIIE , in order to promote a new development pattern of positive interplay between domestic circulation and international circulation.

Article 3

This Municipal People’s Government shall improve the mechanism for its cooperation with such relevant departments of the State as the Ministry of Commerce, General Administration of Customs, State Administration for Market Regulation, to enhance coordinated efforts to facilitate foreign enterprises and organizations’ participation in CIIE, promote policy innovation and publicity, support the construction of the Hongqiao International Opening-up Hub, and further advance the economic and trade cooperation with countries and regions along the Belt and Road.

Article 4

The Municipal People’s Government shall strengthen its leadership in providing service to hold successful CIIE, establish and improve the advisory and coordinating mechanism for this Municipality’s providing service to hold successful CIIE, and make overall arrangements for dealing with major issues and tasks. All district people’s governments shall follow the unified deployment of the Municipal People’s Government to carry out their respective duties to ensure successful holding of CIIE.

The Qingpu, Minhang, Jiading and Changning District People’s Governments shall be committed to fulfilling their respective responsibilities within their own jurisdiction, and improve the working mechanism of their own district for providing service and support for CIIE.

Article 5

The municipal department of commerce functions as the office of advisory and coordinating mechanism that provides service to run CIIE well, is responsible for the routine operations, and makes overall arrangements to coordinate with relevant departments to undertake the CIIE work and measures at various stages.

The departments and units of public security, transportation, health, emergency management, and landscaping and city appearance administration shall assume their respective duties to provide service to run CIIE well.

Article 6

In line with the needs for providing service to run CIIE well, the municipal and district finance departments shall make necessary funding arrangements in accordance with their respective fiscal powers and expenditure responsibilities.

All district people’s governments may, in view of the actual economic and social development in their own jurisdictions, make necessary funding arrangements to amplify the comprehensive effects of CIIE.

Article 7

This Municipality shall, in line with the deployment of the State, strengthen cooperative actions with other relevant provinces and cities in the Yangtze River Delta region (hereinafter referred to as the “Yangtze River Delta”), and improve cross-regional collaborative mechanism for guaranteeing service for CIIE, in order to effectively carry out the work related to security, customs clearance, environmental protection, transportation and other services.

This Municipality shall strengthen cooperation and exchanges with other provinces and cities across the country in the fields of economy, trade and culture so as to enhance the positive coupling effect of CIIE.

Article 8

This Municipality shall, in accordance with relevant provisions, commend and reward units and individuals that have made remarkable contributions in providing service to run CIIE well.

Chapter II  Support for Holding Exhibitions and Expositions

Article 9

The municipal and district people’s governments and their relevant departments shall, in cooperation with the organizers designated by the State (hereinafter referred to as “the organizers”), focus on key fields and attract exhibitors with advanced technology and in advanced sectors; support enterprises and institutions in this Municipality in cooperating with the organizers to bring in investment, organize exhibitions, and optimize the structure of exhibitors and exhibits.

The municipal and district people’s governments and their relevant departments may promote CIIE through various meetings and fairs including multi-party docking meetings and promotion meetings, and strengthen communication and collaboration with domestic and overseas chambers of commerce, industry associations, and trade and investment facilitation institutions so as to attract overseas enterprises and institutions to participate in CIIE.

Article 10

The municipal department of commerce shall take the lead in organizing and coordinating purchasers in this Municipality. Relevant competent municipal departments and all district people’s governments shall assume their respective duties on the basis of the division of work to effectively organize and coordinate purchasers in relevant sectors and areas, and increase the proportion of professional purchasers.

Article 11

The municipal department of commerce shall support the organizers in the planning of exhibition booths. The exhibitors shall design and arrange their booths in line with such planning and in conformity with the provisions on safety, fire prevention and control, and environmental protection.

The entities that design or build such booths shall satisfy the required qualifications or conditions, and provide services in accordance with relevant provisions on safety administration and technical norms.

Article 12

The Municipal People’s Government shall coordinate the organizing of the Hongqiao International Economic Forum, give full play to the strength of all forces of society including think tanks, industry associations and enterprises, and design the themes and topics of the Hongqiao International Economic Forum ing around global opening-up hot issues, so as to promote dialogues between and among world political, business and academic circles, and build the Hongqiao International Economic Forum into a world-class high-level economic forum.

This Municipality shall, in line with the overall arrangements for the Hongqiao International Economic Forum, cooperate with relevant departments of the State to effectively provide service and support for this forum, and may organize relevant sub-forums as needed by this Municipality.

Article 13

This Municipality shall support relevant departments, industry associations, and enterprises to capitalize on their respective advantages to be involved in various supportive activities including policies interpretation, partnership networking, conclusion of contracts, and facilitation of investment during CIIE.

This Municipality shall support the hosting of country-specific (or region-specific) symposiums on city promotion, commodity week, culture week, culture fair, and all sorts of extended exhibitions and brand promotion activities, and encourage the presentation and promotion of time-honored brands and intangible cultural heritage brands during CIIE.

This Municipality shall encourage international sister cities to carry out promotional events for their commodities, cultures and brands during CIIE.

Article 14

This Municipality shall adhere to green and low-carbon development and follow the principle of waste reduction, reuse and recycling, and therefore, it shall support green approaches of the organizers, explore ways to reduce carbon emissions, and aim to achieve carbon neutrality for CIIE.

This Municipality shall encourage CIIE exhibitors and service providers to use energy-efficient equipment, green raw materials as well as low-carbon and environment-friendly technologies to promote the recycling of exhibition equipment and facilities.

Article 15

This Municipality shall endeavor to advance the digitalization-empowered CIIE, and support the organizers’ integration of online and offline platforms and expansion of digitalized application scenarios, so as to deliver a more convenient and desirable experience for the exhibitors, visitors and other participants.

Relevant municipal departments shall support the construction of digitalized venue infrastructure, improve the construction of the CIIE network platform, and enhance the quality and efficiency of the informatization-based operation.

Article 16

This Municipality shall create a favorable atmosphere of public opinion for the holding of CIIE by means of launching such publicity campaigns on the theme of CIIE as press conferences and promotional videos.

The departments and units of press and publication, radio and television, and culture and tourism shall fully display their respective advantages to strengthen publicity and promotion of CIIE.

Chapter III  Service and Support

Article 17

This Municipality shall, in accordance with the provisions of the State, provide overseas exhibitors, visitors and purchasers who are invited to attend CIIE with facilitated services such as for their invitations to China, exit-entry border inspection, and their short stay and residence in China; and shall provide ships and other transport vehicles that carry CIIE exhibits with facilitated services such as for their entry or exit formalities at the ports, transport arrangements and information services.

Article 18

This Municipality shall mobilize all social forces to rally volunteers to provide CIIE with on-site consultation, visit guidance, translation and other voluntary services.

Relevant municipal departments shall recruit, train, manage and commend CIIE volunteers, and protect their rights and interests in accordance with laws.

Article 19

This Municipality shall optimize the transportation network during CIIE, encourage citizens to use the public transport system and car-pool and give priority to public transport, and provide safe, orderly, convenient, and rapid traffic service for CIIE exhibitors, visitors and other participants.

The municipal departments of public security and transportation shall formulate schemes on organizing road traffic in the surrounding areas of the CIIE venue, promptly release traffic information and guidance, and have contingency schemes in place to respond to massive passenger and traffic flows.

The municipal transportation department shall strengthen the coordination in utilization of the parking lots (garages) and other facilities at the CIIE venue and on its periphery. The parking lots (garages) on the periphery of the CIIE venue shall be open to the public during CIIE in accordance with requirements by the transportation department.

Article 20

The municipal department of communications shall take the lead in formulating a work scheme on ensuring communications for CIIE, and establish a mechanism of coordination to organize telecommunication operators to enhance broad-band access, quality network service and network applications in the CIIE venue and other sites of important events, so as to ensure a stable and smooth communications network during CIIE.

Article 21

The municipal departments of economy and informatization, water affairs, housing and urban-rural development, etc. shall guide operators of power, water affairs and fuel gas to formulate, in conjunction with the organizers, schemes on power, water and fuel gas supply for CIIE for the purpose of ensuring effective supply of electricity, water and gas and the safety and reliability of such supplying facilities.

Article 22

This Municipality shall establish a working mechanism for effective public-health resource allocation and an emergency response system for CIIE.

The municipal health department shall organize the relevant district health departments to arrange for a designated hospital during CIIE and set up makeshift clinics in the CIIE venue so as to provide effective medical services for CIIE.

Article 23

The municipal health department shall, in accordance with requirements on tackling public health emergencies and in conjunction with relevant departments and the organizers, put in place measures to manage public health emergencies, so as to effectively prevent and tackle public health incidents during the CIIE.

Article 24

The municipal landscaping and city appearance department shall, in conjunction with the municipal urban management and law enforcement department and unit, etc., formulate schemes for providing service and support to ensure good city appearance and environment, supervise inspection tours on city appearance and environment, and refine relevant administrative measures, thus creating an iconic city landscaping for CIIE.

In the key areas surrounding the CIIE venue, integrated and regular operations shall be conducted with reference to relevant standards on landscaping, city appearance, and sanitation.

Article 25

The municipal department of public security shall, in conjunction with relevant departments, formulate schemes for security and put in place security measures to reinforce security management, so as to accurately predict and rapidly respond to various potential risks and emergencies, and ensure safe, orderly and successful CIIE activities.

The municipal department of economy and informatization shall establish a radio security coordination mechanism to meet the needs for radio-frequencies and ensure radio safety of important events during the CIIE, and prevent major harmful interference with the radio.

The municipal departments of cyberspace administration, public security, and communications shall better coordinate with the organizers to ensure the network and data security of important information systems of the CIIE venue and other sites of important events during CIIE.

Article 26

The departments and institutions of emergency management, public security, housing and urban-rural development, transportation, market regulation, communications administration, firefighting and rescue, maritime safety administration, etc. shall strengthen supervision and administration of work safety in relevant fields and industries, and properly respond to safety emergencies and accidents in this Municipality during the CIIE.

The departments and institutions of commerce, emergency management, housing and urban-rural development, market regulation, firefighting and rescue, etc. shall fulfil their respective duties to strength safety guidance and supervision on the layout and withdrawal of CIIE exhibits, and properly perform law enforcement actions in the CIIE venue and its surrounding areas.

The firefighting and rescue institution shall, in conjunction with the power sector, establish a working mechanism of coordination to ensure fire safety, strengthen guidance on and emergency responses to fire safety of the CIIE venue and other sites of important activities.

Article 27

This Municipality shall strengthen protection of intellectual property rights at CIIE, and promote the launch and debut exhibition of new products, new services and new technologies at CIIE.

The municipal administrative department of intellectual property shall, in conjunction with the organizers, establish an intellectual property protection and service agency during CIIE, organize professionals to be based at CIIE and carry out legal consultation on intellectual property, accept and handle disputes concerning intellectual property infringements, and provide proof for exhibitors concerning their exhibits to be on display at CIIE.

Article 28

This Municipality shall establish a mechanism to ensure service on commercial law at CIIE. The Municipal High People’s Court, judicial administrative department, and other relevant departments shall organize professionals to be based at CIIE to provide on-site legal consultation, dispute resolution and other services during the CIIE.

Article 29

The Municipal People’s Government may, in accordance with laws, adopt temporary price-intervention measures, and publicize their implementation dates, contents and scopes.

The municipal department of price administration shall, in conjunction with the municipal departments of culture and tourism, transportation, public security, and market regulation, strengthen price guidance and regulation on accommodation, transportation, catering, etc., and investigate and punish illegal pricing practices.

Article 30

The municipal departments of public security, transportation, health, market regulation, and landscaping and city appearance, and the relevant districts shall take advantage of such city operation platforms as the “Integrated Online Administration” to strengthen data interconnectivity and interoperability so as to promote digitalization- and intelligence-based governance mode innovation of the relevant CIIE areas, and enhance the digitalization and intelligence of the service and support for CIIE.

Chapter IV  Combined Effects

Article 31

This Municipality shall give full play to the trade promotion role of CIIE and step up efforts to construct imports exhibition and trading platforms so as to promote more CIIE exhibits into China’s domestic market; it shall set up relevant professional trading platforms and country (region-)-specific commodity s, and carry out regular trade and investment promotional events, so that CIIE can play a demonstration and leading role in increasing imports, bettering consumption, and serving industries.

This Municipality shall encourage the clustering of trading entities and trade-oriented headquarters that have the ability to allocate domestic and international resources, and provide support for CIIE exhibitors to establish trading branches in this Municipality.

Article 32

The municipal and district people’s governments and relevant departments shall give full play to the role of CIIE as an investment facilitation platform so that they can hold events such as city promotion and investment networking, and create a coordinated coupling effect between CIIE and investment facilitation.

The municipal department of commerce shall, in conjunction with the municipal departments of development & reform, and economy and informatization, and all district people’s governments, organize networking activities among CIIE exhibitors and overseas economic and trade delegations to bring in investment in targeted industries, and foreign-invested projects in line with the orientation of the industrial development of this Municipality.

Article 33

This Municipality shall leverage CIIE as a platform for international procurement to focus on key fields and emerging industries, promote importation of critical equipment, spare parts and components, and high-value proprietary technologies, enhance exchange and cooperation in manufacturing and technology innovation, and facilitate their deep integration with China’s domestic industries, in order to advance industrial upgrading and development.

Article 34

This Municipality shall support brands with international influence and global products first launched and exhibited at CIIE to enter China’s domestic market, and develop new business forms including smart retail, crossover retail and green retail, so as to boost the building of Shanghai into an international consumption .

Article 35

Exhibits imported for the purpose of exhibition trade at CIIE, may be transferred to a special customs supervision zone or bonded logistics  (Type B) for verification, and may become bonded goods, which may be eligible for bonded online business in cross-border e-commerce.

Article 36

The Municipal People’s Government and its relevant departments shall formulate policies and measures to strengthen the sharing of exhibition resources, and promote coordinated development of CIIE and such industries as commerce and trade, tourism, culture and sports.

Article 37

The Municipal People’s Government and its relevant departments shall take advantage of CIIE to enhance internationalization and professionalization of the exhibition industry of this Municipality.

The municipal department of commerce shall, in conjunction with relevant departments, formulate special policies and measures for the exhibition industry to attract world-famous exhibition enterprise headquarters, domestic and overseas professional exhibition organizations, important exhibitions of international brands, and high-level and urgently-needed talents with exhibition expertise to cluster in this Municipality, so as to cultivate large-scale internationally competitive market entities in the exhibition industry, develop green exhibition and smart exhibition, and improve the standardization system of the exhibition industry, thus boosting the building of Shanghai into a global hub for conventions and exhibitions.

Article 38

Shanghai Hongqiao International Central Business District and the relevant districts of this Municipality shall give full play to CIIE’s functions to speed up the construction of trade carriers including the demonstration zone for innovative imports trading and the distribution  of import and export commodities, and strengthen the construction of a perennial commodity exhibition and trading platform and a bonded logistics  (Type B), so as to upgrade the capacity of Shanghai Hongqiao International Exhibition Industrial Park, improve CIIE’s core competitiveness in international trade, allocation of production factors, and industrial development.

The combined effects of CIIE shall be carried on and amplified to advance the construction of Shanghai Hongqiao International Open Hub, and strengthen its function as a hub that serves the Yangtze River Delta and connects with the international community.

Article 39

This Municipality shall give full play to CIIE’s function as a window for opening up and a gateway of connection, so that CIIE can provide channels and service to connect the Yangtze River Delta with the international market. This Municipality shall strengthen regional cooperation to jointly organize supportive activities for trade and investment, and, in line with the state deployment, replicate and promote relevant policies and measures formulated for CIIE, so as to boost regional industrial transformation and upgrading, trade structure optimization and high-quality economic development.

This Municipality shall, in line with the State’s overall deployment for opening up, and conform to generally accepted rules on international trade and investment, so as to facilitate higher-level international cooperation and contribute to opening up in greater depth.

Chapter V  Supplementary Provision

Article 40

These Regulations shall be effective as of October 1, 2022.
