Provisions of Shanghai Municipality on Promoting the Green

Transformation of Development Patterns

Chapter I General Provisions

Article 1

With a view to accelerating the green transformation of development patterns, and promoting the sustainable and high-quality economic and social development of this Municipality, these Provisions are formulated in accordance with the relevant laws and administrative rules, and in the light of the actual circumstances of this Municipality.

Article 2

These Provisions shall apply to the activities concerning the green transformation of development patterns in the fields of energy development, industrial structure and living consumption within the administrative areas of this Municipality.

Article 3

This Municipality shall adhere to the principles of ecological priority, conservation and intensive use, innovation-driven and synergy to promote the green transformation of the development patterns, establish a multi-dimensional co-management mechanism guided by the government, led by the market, coordinated by the society and participated in by the whole people, and form a system that coordinates and promotes the efficient utilization of energy and resources, the high-level protection of ecology and environment, and the high-quality development of economy and society, so as to achieve the transformation to the green and low-carbon pattern that is resource-conserving, environment-friendly, and ecologically-balanced.

Article 4

The municipal and district people's governments shall strengthen the leadership of the green transformation of development patterns within their administrative areas, integrate the green transformation into the national economic and social development planning, layout and promote the relevant work, and study and solve the major problems.

The town/township people's governments and sub-district offices shall, in accordance with their duties and responsibilities, fulfill the relevant work concerning the green transformation of development patterns within their administrative areas.

Article 5

The development & reform department shall be responsible for the comprehensive coordination, supervision and administration of the green transformation of development patterns, and the formulation, promotion and implementation of major policies and measures.

The departments of economy and information technology, housing and urban-rural development administration, transportation, ecology and environment, planning and natural resources, landscaping and city appearance, science and technology, commerce, agriculture and rural affairs, water (oceanic) affairs, market regulation, postal services, education, statistics, finance, state-owned assets supervision and administration, government offices administration and other relevant departments shall, in accordance with their duties and responsibilities, fulfill the relevant work concerning the green transformation of development patterns.

Article 6

This Municipality shall create a favorable social atmosphere for promoting the green transformation of development patterns. Units and individuals shall enhance the green and low-carbon awareness, implement the relevant requirements of green transformation in accordance with law, and practice the green and low-carbon patterns of production and life.

The organs and public institutions of this Municipality shall take the lead in the promotion of green and low-carbon concepts, practice economy, oppose waste, promote paperless office, use green and low-carbon products, accelerate digital transformation, and play a leading role in the green transformation.

Enterprises shall advance the innovation, research and development, popularization and application of green technologies and products, promote the digitization and greening of production and business activities, reduce energy and resource consumption, pollutant emissions and greenhouse gas emissions, and take the social responsibility relevant to the green transformation.

Individuals shall take active participation in the green consumption, green travelling, household waste classification, clean plate campaign and other green and low-carbon activities, and consciously fulfill their responsibilities to conserve resources and protect the environment.

Article 7

The relevant industry organizations in this Municipality shall promote the innovative research, standard-formulation, cooperation and communication in the field of green transformation, and strengthen the industry self-regulation.

This Municipality shall support relevant professional service organizations and social service organizations to provide business training, technical guidance, consultation and other services concerning the green transformation.

This Municipality shall encourage the development of green and low-carbon voluntary service organizations, support all varieties of voluntary service organizations to participate in the green and low-carbon voluntary services, and guide the public to participate in the green and low-carbon activities.

Article 8

The people's governments at all levels of this Municipality and their relevant departments shall strengthen the publicity of laws, rules, regulations and policies concerning the green and low-carbon activities, and organize and mobilize all walks of life to widely participate in relevant activities such as the World Environment Day, the National Eco-Day, the National Low-Carbon Day and the National Energy Conservation Week, so as to popularize the green and low-carbon knowledge, and to enhance the common awareness of the whole society.

Mass media such as radio, television, newspapers and magazines, websites and relevant new media shall, in accordance with the relevant provisions, carry out green and low-carbon public service announcements.

Neighborhood committees, villagers' committees, schools, science museums and other units shall employ various forms to carry out public service announcements and education activities to popularize the green and low-carbon knowledge.

Article 9

This Municipality shall build a market-oriented green technology innovation system, give full play to the linkage advantages of the construction of an international science and technology innovation center and an international financial center, and promote the integrated development of the green technology innovation chain, industrial chain, capital chain and talent chain.

Article 10

The municipal department of development & reform shall, in conjunction with relevant departments, organize and carry out pilot demonstrations concerning the green and low-carbon activities, and encourage and support the participation of enterprises and public institutions, new towns, industrial parks and communities in various types of pilots.

The units and individuals that have made significant achievements in promoting the green transformation of development patterns shall, in accordance with the relevant national and municipal provisions, be granted honors and awards.

Article 11

The Municipal People's Government shall organize regular assessments and evaluations of the effectiveness of all district people’s governments and relevant departments in promoting the green transformation of development patterns, and the results of such assessments and evaluations shall be an assessment criterion of the annual achievement performance review of the leading bodies at all levels.

Article 12

This Municipality shall implement the national strategy for the integrated development of the Yangtze River Delta region, establish and perfect the collaboration mechanism with the relevant provinces and cities in the Yangtze River Delta region to jointly promote the green transformation of development patterns, and push forward and carry out the collaboration in the fields of industrial development, scientific and technological innovation, information sharing, mutual recognition of standards, project implementation and coordinated law enforcement.

This Municipality shall implement the national strategy for the development of the Yangtze River Economic Belt, strengthen the collaboration with relevant provinces and cities, adjust the industrial structure and optimize the industrial layout in accordance with the development plan of the Yangtze River Basin and the relevant territorial spatial plan, and promote the green development of the Yangtze River Basin.

This Municipality shall target at the international green development rules, strengthen the exchanges and cooperation in the field of green transformation in terms of relevant talents, technologies and projects, promote the docking and integration of advanced global green technologies and key links with domestic industrialization advantages, and promote a higher level of international cooperation in accordance with the overall layout of the country's opening-up policy.

Chapter II Fundamental Administration System

Article 13

The municipal departments of development & reform, economy and information technology shall, in accordance with the national economic and social development plan，and in conjunction with relevant departments, make special plans in the fields of energy resources, industries, and circular economy to clarify the targets, tasks and measures of green transformation, and organize their implementation.

Where compiling detailed plans for territorial space and comprehensive protection and utilization of coastal zones, this Municipality shall ensure the demand for land and sea use for projects concerning the green transformation.

Article 14

This Municipality shall, in accordance with the relevant national provisions, implement a dual-control management system for the total amount and intensity of energy consumption, construction land, water consumption and other resources, and gradually implement the dual-control management system for the total amount and intensity of carbon emissions.

Article 15

The municipal department of planning and natural resources shall, in conjunction with the municipal departments of development & reform, economy and information technology, and ecology and environment and other relevant departments, include the requirements of green transformation into the life-cycle management system of industrial land grant, and promote the intensive, integrated and efficient utilization of land resources.

Article 16

The relevant energy consuming and emitting units in this Municipality shall, in accordance with the relevant national and municipal provisions, disclose the information on energy and resource consumption, carbon emissions and pollutant emissions; other units shall be encouraged to take the initiative to disclose the aforementioned information.

This Municipality shall support enterprises and other business entities to carry out sustainable development practices at environmental, social, governance and other levels.

Article 17

The municipal department of market regulation shall, in conjunction with the relevant industry administration departments, organize and perfect the relevant local standards in the field of green transformation of this Municipality.

This Municipality shall support relevant social groups and enterprises to make and promote the implementation of group standards and enterprise standards in the field of green transformation in accordance with law, and to participate in the formulation of domestic and international green and low-carbon related standards and rules.

This Municipality shall establish and improve the green certification system of this Municipality in accordance with the green certification standards stipulated by the State, and practice the green labeling.

Article 18

This Municipality shall, in accordance with the relevant national provisions, establish a unified and standardized statistical accounting system for carbon emissions for all districts, key industries, key enterprises and key products; and support industries and enterprises to establish and perfect the management system of accounting and measurement of carbon emission.

The municipal departments of development & reform, statistics, and ecology and environment, and other relevant departments shall, in accordance with their duties and responsibilities, strengthen the collection, accounting, assessment and other related work of carbon emission data, to provide a data support for policy-making, supervision and assessment of the green transformation.

Article 19

This Municipality shall encourage and support the use of green technologies and products by units and individuals. Where units and individuals make independent purchase of green technologies and products, they may, in accordance with the national and municipal provisions, receive relevant preferential policies.

The municipal departments of development & reform, economy and information technology and other relevant departments shall release and dynamically update the green technology catalogue, and facilitate the promotion and application of green technology.

The organs and public institutions of this Municipality shall implement the requirements of the government's green purchase policy. State-owned enterprises shall implement corporate green purchase guidelines, and other enterprises shall be encouraged to carry out their independent green purchase.

Article 20

This Municipality shall implement the key-unit list management in terms of energy and resource consumption, pollutant emissions and greenhouse gas emissions. The municipal departments of development & reform and ecology and environment shall, in accordance with their duties and responsibilities, and in conjunction with the relevant industry administration departments, formulate and release a list of key units and make dynamic adjustments.

The key units included in the list shall, in accordance with law, carry out the monitoring, measuring, energy-saving and emission-reduction renovation, carbon emission control and other work concerning the green transformation; the departments of development & reform, and ecology and environment shall, in conjunction with the relevant industry administration departments, strengthen the supervision and administration of the aforementioned work carried out by the units.

Chapter III Green Transformation of Energy Development

Article 21

This Municipality shall construct a clean, low-carbon, safe and efficient new energy system, promote the clean, low-carbon, and efficient use of fossil energy and high-quality development of new energy, and coordinate all aspects of energy production, supply, storage and marketing to provide safe and stable energy security for the green transformation.

Article 22

The municipal department of development & reform shall, in conjunction with the relevant departments, restrict the total coal consumption in key enterprises, rationally regulate the oil and gas consumption, and promote the economical use of fossil energy and the application of green and low-carbon alternatives.

This Municipality shall support thermal power generation enterprises, in accordance with the relevant national and municipal requirements, to carry out the energy saving, emission reduction and carbon reduction transformation, and to implement the technological innovation and project construction such as the carbon dioxide capture and resource utilization that are in line with the relevant national and municipal regulations.`

Article 23

The municipal departments of development & reform, economy and information technology, housing and urban-rural development administration, and transportation and other relevant departments shall, in accordance with their duties and responsibilities, and in conjunction with the relevant industry administration departments, promote the development of green energy such as solar energy, wind power, biomass, hydrogen energy, synthetic fuels, geothermal energy, and new ways of energy storage, and the diversified popularization and application of the aforementioned items in a systematic way.

Power grid enterprises shall raise the output and input capacity of green power, and connect the green energy power generation projects that are in line with the planning and safety production conditions into the grid.

Article 24

This Municipality shall accelerate the construction of new power system with the integration of source, network, load and storage, support the construction of new energy storage facility, promote the development of distributed energy, the flexibility transformation of thermal power units, the intelligent transformation of charging piles, and systematically reduce the peak-valley differences in power system loads.

This Municipality shall support industrial enterprises, industrial parks, and other areas with competent conditions to construct the multi-energy complementary intelligent energy system and micro-grids.

Article 25

This Municipality shall strengthen the power demand-side management, promote the construction of virtual power plants, and encourage the owners or users of data centers, communication base stations, commercial premises and industrial plants to adopt reasonable and feasible technological, economic and management measures to systematically regulate the electricity load in accordance with the load balancing demands of the urban power grid.

Article 26

This Municipality shall support the optimization of power resource allocation and the promotion of green power output and input through market-based approaches such as the green power trading and the green power certificate trading.

This Municipality shall improve the market-based trading mechanism for distributed power generation, and support the  nearby trade between the distributed power generation entities and the power users in the same distribution network area in accordance with the relevant provisions.

Chapter IV Green Transformation of Industrial Structure

Article 27

This Municipality shall vigorously develop the strategic emerging industries and modern service industries, promote the deep integration of industrial digitization and greening, and advance the green transformation in steel, petrochemicals, electric power, transportation, construction and other fields.

This Municipality shall encourage and support enterprises to reduce energy and resource consumption and carbon footprints through energy conservation and carbon reduction, purchase of green power, and cooperation with upstream and downstream industrial chain enterprises to reduce emissions.

Article 28

Where preparing the formulation of the industrial development catalogue, the municipal departments of economy and information technology, development & reform, and other relevant departments shall implement the national and municipal requirements on green transformation, and specify the encouraged and restricted industries as well as the obsolete production processes, equipment and products.

The municipal departments of development & reform, economy and information technology and ecology and environment shall improve the mechanism of assessing and evaluating the resource and environmental impacts of newly-built high energy consuming and high emission projects, and strictly control the development of high energy consuming and high emission projects.

The department of economy and information technology shall strengthen the support, guidance and supervision of green transformation of industrial enterprises, and promote the construction of green factories and green industrial parks. Industrial enterprises shall promote the green design and production of products, organize and carry out such work as energy audits, target-setting and target-reaching of energy efficiency and clean production.

Article 29

This Municipality shall encourage and support the use of recyclable-resource products. The municipal departments of housing and urban-rural development administration, landscaping and city appearance, and agriculture and rural affairs, and other relevant departments shall organize the formulation of the recycle standards of construction waste, kitchen waste, green plant waste and other recyclables, and advance the technical research and development, popularization  and application of recyclable-resource products.

The municipal departments of economy and information technology, and development & reform shall, in conjunction with relevant departments, encourage and support the high-end intelligent re-manufacturing of aviation engines, new energy components, ship machinery, automobile parts and other equipment products.

Article 30

This Municipality shall support the recycling of resources and promote the development of circular economy. The people's government of all districts shall ensure the land used for resource recycling projects or enterprises that guarantee the normal operation of this Municipality. The district people's governments shall, where productive industrial parks are domiciled, prepare a certain proportion of land in the planned industrial land for supporting the development of resource recycling enterprises.

The municipal departments of economy and information technology, development & reform, ecology and environment, and landscaping and city appearance, and all district people's governments shall promote the comprehensive utilization of waste, the graded utilization of residual heat and pressure, the recycling of water resources, and the centralized safe disposal of pollutants in industrial parks, improve the transit, storage and transportation system and the utilization and disposal facilities of solid waste, and, in accordance with the utilization pattern of waste, build a socialized system of waste recycling, transfer, and re-processing.

Article 31

This Municipality shall establish a life-cycle supervision and administration system of green buildings. The municipal department of housing and urban-rural development administration shall, in conjunction with relevant departments, formulate measures to guide and supervise the relevant liability subjects to implement green building standards and requirements in the design, construction, operation, renovation and other phases.

This Municipality shall, in accordance with the relevant provisions, fully implement the green building standards for new buildings, develop ultra-low energy consumption buildings and near-zero carbon emission buildings, popularize green building materials and green decoration, and advance assembly construction methods and the integrated application of renewable energy.

The departments of housing and urban-rural development administration and housing management shall, in conjunction with relevant departments, promote the green renovation of existing buildings in view of the renovation of old residential quarters and the renew of old houses.

The municipal department of housing and urban-rural development administration shall, in conjunction with relevant departments, strengthen the supervision and administration of energy consumption and carbon emissions of public buildings, improve the energy consumption monitoring system of state organ office buildings and large public buildings, and set energy consumption and carbon emission restrictions on each type of public building.

The municipal department of landscaping and city appearance shall strengthen the control of energy consumption and supervision and administration of landscape lighting of public facilities and large buildings.

Article 32

This Municipality shall promote the building of a green and low-carbon transportation system, advance the development of river-sea transport, rail-motor transport and sea-rail transport, the construction of green ports and green airports, and forge a multi-level rail transit network including trunk railways, intercity railways, suburban railways and urban rail transit.

The municipal departments of transportation, development & reform, housing and urban-rural development administration, and economy and information technology, and all district people's governments shall, in accordance with the principles of science, rationality and appropriate advancement, layout the construction of charging piles, hydrogen stations, port shore power supplies and other supporting infrastructures.

Article 33

The municipal departments of transportation, and economy and information technology, and other relevant departments shall formulate and improve policies and measures to promote the electrification, low-carbonization and intelligentization of automobiles, ships and other means of transport, and encourage and support transportation enterprises to strengthen the energy-saving and carbon-reducing operation and management, to raise the energy efficiency of vehicles, and to apply the green and low-carbon fuels.

This Municipality shall promote the substitution of new energy vehicles for the augmented and replacement vehicles in public sectors such as buses, cruising taxis, official vehicles, sanitation vehicles, and postal delivery vehicles.

Article 34

The municipal department of ecology and environment shall, in conjunction with relevant departments, formulate and perfect the green and low-carbon standards for large-scale activities, and promote energy conservation and emission reduction throughout the aforementioned activities.

This Municipality shall encourage the organizers, venue providers, exhibition service providers and exhibitors to use green raw materials, apply low-carbon and environment-friendly technologies, and promote large-scale conferences, exhibitions and competition activities to achieve carbon neutrality.

This Municipality shall encourage the organizers of large-scale activities to announce to the society the green and low-carbon measures taken concerning the carbon emission and carbon neutrality after the aforementioned activities.

Article 35

This Municipality shall promote the development of green, low-carbon and circular agriculture. The municipal agriculture and rural affairs department shall strengthen the guidance, promotion and supervision of the green transformation of agriculture and rural areas, encourage the development of green agriculture, build green production bases for agricultural products, promote the supply of green and high-quality agricultural products, guide the diversified use of renewable energy in rural areas, advance the research and development and application of green technologies such as energy-saving, carbon reduction, and the enhancement of carbon sink, raise the utilization level of livestock and poultry manure, and promote the diversified use of crop straws.

Agricultural producers and operators shall adopt cleaner production patterns, make scientific use of organic fertilizers and biological pesticides, and rationally reduce the use of chemical fertilizers and pesticides.

Article 36

The municipal department of landscaping and city appearance shall advance the construction of a park city, promote the implementation of afforestation projects such as suburban green rings, urban ecological corridors and ecological intervals, select better tree species for afforestation, and enhance the capacity of carbon sink in forestry.

The municipal marine department shall, in conjunction with relevant departments, promote and implement the major projects of conservation and restoration of marine ecosystem, continue to improve the quality of marine ecosystem, and explore the carbon sink pilots of marine ecosystem.

Chapter V Green Transformation of Living Consumption

Article 37

This Municipality shall promote the construction of an ecological city and a beautiful Shanghai, coordinate and promote the construction of a park city, sponge city, waste-free city and green and ecological urban areas, reasonably layout parks, green spaces and other recreational spaces and public service networks, and promote the integration of urban and rural areas for green development.

Article 38

This Municipality shall advocate the practice of simple and moderate, green and low-carbon, civilized and healthy living concepts and consumption patterns in all aspects of clothing, food, housing, transportation and use.

This Municipality shall promote green consumption, enrich green consumption scenarios, and encourage consumers to give priority to the purchase and use of green household appliances, green lighting, green building materials, energy-saving products, water-saving devices and other green and low-carbon products, and the installation and use of solar energy and other renewable energy facilities.

Article 39

The organs, enterprises and public institutions of this Municipality shall strengthen the management of catering savings, oppose and stop food waste, and promote the clean plate campaign.

Catering service providers shall, in accordance with the relevant national and municipal requirements, reduce food waste in the purchase, logistics, storage, consumption and other links, take the initiative to remind consumers to prevent food waste, and guide consumers to order food properly according to needs. Food service operators shall be encouraged to create green restaurants.

Article 40

This Municipality shall support and advocate green travelling, and guide the public to give priority to public transportation, bicycles and other approaches of green travelling.

The municipal and district people's government shall take measures to prioritize the development of public transportation, and optimize and perfect the structure of urban bus lines and rail transit networks.

The transportation department shall, in conjunction with the departments of public security, and planning and natural resources, plan and construct convenient and comfortable non-motorized passages and facilities, enhance the continuity and functionality of non-motorized passages, and optimize the non-motorized traffic environment.

Article 41

This Municipality shall encourage the trading of second-hand goods. The municipal department of commerce and other relevant departments shall do a good job in the business guidance to the trading market of second-hand goods, cultivate and develop online and offline second-hand goods trading channels, and promote the standardized and orderly development of second-hand goods trading.

All district people's governments shall, in accordance with the relevant requirements and realities, plan the layout of the second-hand goods trading markets. Communities shall be encouraged to organize second-hand goods trading activities to promote the transfer and circulation of the unused household goods.

Article 42

This Municipality shall continuously improve the full-process classification system of household waste disposal, gathering, transporting and treatment, raise and optimize the environment and convenience of classified waste disposal, and  deepen the advancement of reducing household waste at source, the fine classification of recyclables, and the recycling of renewable resources.

The municipal department of landscaping and city appearance shall, in conjunction with relevant departments, improve the full-coverage recycle system of recyclable household wastes with service points, transfer stations, collection and distribution yards, and encourage and support the sizable and professional development of recycling enterprises.

The municipal department of commerce shall, in conjunction with the municipal departments of development & reform, landscaping and city appearance, ecology and environment, housing and urban-rural development administration, economy and information technology and other relevant departments, compile and publish a guiding catalogue to specify the recycling types, recycling norms, and utilization guidelines for recycling renewable resources.

Article 43

No unit or individual may produce or sell disposable articles that are expressly prohibited or restricted subject to the national and municipal provisions.

Units and individuals shall, in accordance with the relevant national and municipal requirements, stop or reduce the use of disposable products, and give priority to the use of recyclable, easy-retrievable and renewable alternatives.

Article 44

Where producing, selling, posting and delivering articles, enterprises shall, in accordance with the national and municipal provisions on cleaner production and moderate packaging, give priority to the use of reusable and easy-retrievable packaging materials, and reduce the use of packaging materials. E-commerce, express delivery, food delivery and other industries and enterprises shall take measures to retrieve the packaging in accordance with law.

The municipal department of market regulation shall, in conjunction with relevant departments and industry organizations, improve the standards and guiding norms for limiting excessive packaging of commodities, and organize the carrying out of law-enforcement inspection.

The municipal departments of postal services, commerce, market regulation, and landscaping and city appearance, and other relevant departments shall improve the standards and certification mechanism for green express packaging, layout the construction of recyclable express packaging drop-off and recycling facilities and express packaging waste collection devices.

Chapter VI Safeguard Measures

Article 45

The municipal and district people's governments shall increase the financial support for activities such as the technological innovation, industrial development and financial services concerning the green transformation.

This Municipality shall, in accordance with the relevant national provisions, implement preferential tax policies on energy conservation, environmental protection, comprehensive utilization of resources, new energy, ecological construction and other green transformations.

Article 46

This Municipality shall establish a diversified green investment and financing mechanism, support the financial infrastructure institutions and financial agencies stationed in Shanghai to develop green credit, green bonds, green insurance, green notes, green financial leasing and other financial products and services, encourage and guide the social capital to participate in activities concerning the green transformation, and increase the support for the green transformation of small and medium-sized enterprises.

This Municipality shall encourage the social capital to set up by itself or in conjunction with the government guiding funds of this municipality, a green industry investment fund to support the enterprises and projects concerning the green transformation.

The governmental financing guarantee institutions at municipal and district levels shall provide credit-enhancing services for the green transformation of small and micro enterprises and other business entities, and increase the scale of green financing guarantee business.

This Municipality shall support the formulation of a financial catalogue for the green transformation in light of the regional characteristics and actual needs.

Article 47

This Municipality shall encourage financial institutions in the insurance industry to innovate the green insurance business in the fields of green building performance, the initial application of green technology and key new materials, the quality of green products, water environment treatment and drinking water safety.

Article 48

The municipal departments of financial regulation, and development & reform shall, in conjunction with relevant departments, establish a green financial service platform, collect and integrate green finance-related information through the municipal big data resource platform and other channels, and provide support for financial institutions to carry out the green finance and the green transformation financial service.

Article 49

The municipal departments of development & reform, economy and information technology, ecology and environment, housing and urban-rural development administration, transportation, and market regulation, and other departments shall, in accordance with the national and municipal provisions, formulate the evaluation requirements and evaluation standards concerning the green transformation of enterprises, and the conditions and standards for the identification of green projects, which shall serve as the references for the relevant enterprises and projects in obtaining financial and tax support, and receiving preferential treatment of investment and financing.

Article 50

This Municipality shall establish and perfect the green and low-carbon supply chain management service system, and the municipal departments of development & reform, commerce, ecology and environment, economy and information technology, and market regulation shall establish and perfect the accounting and evaluation system, standardization and measuring system, and the foundation database concerning the carbon footprint of products, and develop professional and efficient service agencies for evaluation, certification, management and consultation.

This Municipality shall support dominant enterprises, industry organizations and relevant professional service institutions to strengthen the business guidance and consulting services on carbon emission management for the enterprises at the upstream and downstream industrial chain, and encourage and guide relevant enterprises to carry out the green and low-carbon supply chain management.

Article 51

This Municipality shall, according to the principle of "polluters and users pay, but protectors and economizers benefit", improve the resource and environment pricing policy mechanism that reflects the ecological value and environmental damage costs.

This Municipality shall optimize the policy of differential electricity price and ladder electricity price, establish the payment mechanism for overcapacity power input users, and explore and support the electricity pricing mechanism of the development of new power systems such as the new energy storage, the utilization of output and input of renewable energy, and load adjustment.

This Municipality shall perfect the charging mechanism of solid waste disposal, improve and promote the water-saving and drainage reduction water supply pricing and sewage treatment charging mechanism, and gradually establish and implement a paid-use system of pollutant discharge right under the control of the total pollutant amount.

Article 52

This Municipality shall support the construction and operation of the trading system of national carbon emission rights, and serve and guarantee the carrying out of trading activities of carbon emission rights.

The municipal department of ecology and environment shall, in conjunction with relevant departments, improve this Municipality's trading mechanism of carbon emission rights, promote the cooperation and integrated development between the financial market and the trading market of carbon emission rights, encourage the carrying out of innovations concerning the trading products of carbon emission rights and their derivatives, and establish and perfect the voluntary emission reduction mechanisms such as the universal carbon benefit.

Article 53

This Municipality shall strengthen the tackling of significant green and low-carbon science and technology, and its popularization and application, advance the layout of basic research and frontier technology, and accelerate the promotion of green technological innovation.

The departments of science and technology, development & reform, economy and information technology, education, and other departments shall accelerate the development of green technology-related scientific and technological innovation platforms, increase the supporting momentum to enterprises for their green technology innovation activities, and promote the sizable application of advanced and applicable technologies.

The municipal departments of science and technology, and intellectual property, and other departments shall establish a set of systems for the achievement transformation, technology trading, and intellectual property rights application and protection relevant to the green technology.

Article 54

The municipal departments of human resources and social security, science and technology, development & reform, economy and information technology, and education, and other departments shall strengthen the cultivation and introduction of talents in the field concerning the green transformation, and provide support in the areas of cultivation, evaluation, employment, incentives and protection.

This Municipality shall encourage colleges, universities and research institutes to develop disciplines of new energy, energy storage, hydrogen energy, carbon emission reduction and carbon market. Relevant colleges, universities, research institutes and enterprises shall be encouraged to innovate talent cultivation methods, to jointly carry out collaborative education projects through industry-university cooperation, and to build industry-education integrated innovation platforms.

Article 55

The relevant departments shall, in accordance with the national and municipal provisions, collect the relevant credit information of units and individuals on their participation in green transformation activities into the municipal public credit information service platform, and take incentive or disciplinary measures in accordance with law.

Article 56

The municipal departments of development & reform, economy and information technology, ecology and environment, housing and urban-rural development administration, transportation, commerce, market regulation, landscaping and city appearance, and postal services shall, in accordance with their duties and responsibilities, strengthen the supervision and inspection of the activities concerning green transformation.

Chapter VII Supplementary Provision

Article 57

These Provisions shall be effective as of January 1, 2024.
