Provisions of Shanghai Municipality on the Promotion of the Off-Campus Practical Education of the Primary and Secondary Schools

Article 1

With a view to promoting the high-quality development of the off-campus practical education of the primary and secondary schools in this Municipality, improving the on-campus and off-campus collaborative education systems, enhancing the students' comprehensive quality, and cultivating the socialist builders and successors with all-round development in morality, intelligence, physical fitness, aesthetics and labor, these Provisions are formulated in accordance with the relevant laws and administrative rules and in the light of the actual circumstances of this Municipality.

Article 2

These Provisions apply to the promotion of the off-campus practical education activities and the related management and guarantee work carried out by the primary and secondary schools (including the secondary vocational schools) (hereinafter referred to as the schools) within the administrative areas of this Municipality.

The off-campus practical education in these Provisions refers to the practical education activities in the various forms out of school such as visiting experiences and practical explorations organized by the schools for their students based on their training objectives, with the main contents of improving the moral, learning, physical, aesthetic and labor accomplishment.

Article 3

As for the off-campus practical education in this Municipality, the schools shall fully implement the Party's education policy, fulfill the fundamental task of cultivating morality and talents, establish the working mechanisms led by the governments, coordinated by the departments, guided by the schools, supported by the student families and participated by the society, give full play to the role of the practical education, enhance the students' sense of social responsibility, innovative spirit and practical ability.

Article 4

The municipal and district people's governments shall strengthen their leadership over the off-campus practical education work, incorporate it into the national economic and social development plans at the same level, and enhance the overall guidance and comprehensive coordination of the off-campus practical education work.

The town/township people's governments and sub-district offices shall, in accordance with their responsibilities, strengthen the development and utilization of the off-campus practical education resources within their jurisdictions, promote the connection between the community education and the off-campus practical education, and create the environments that support the off-campus practical education.

Article 5

The education departments are in charge of the off-campus practical education work within their administrative regions, responsible for formulating the relevant norms and standards for the off-campus practical education, developing and managing the off-campus practical education resources in the education system, guiding, supervising and managing the off-campus practical education work.

The departments of science and technology, culture and tourism, sports, economy and information technology, agriculture and rural affairs, judicial administration, ecological environment, commerce and veterans affairs are responsible for managing the off-campus practical education resources of their own systems, guiding and supporting the units within their systems to participate in the off-campus practical education work.

The departments of development and reform, public security, state-owned assets, finance, human resources and social security, planning and resources, transport, emergency management, etc. shall, in accordance with their respective responsibilities, jointly do a good job in the management and guarantee of the off-campus practical education.

Article 6

The trade unions, Communist Youth League, Women's Federation, Disabled Persons' Federation, Science and Technology Association, Red Cross Society, Committee for Caring for the Next Generation and the relevant social organizations shall leverage their respective strengths to support the off-campus practical education work.

Article 7

This Municipality shall strengthen the exchanges and cooperation with the Yangtze River Delta region and the other provinces and cities in the off-campus practical education, promote resource development and sharing, and information interconnection, and collaborate in carrying out the off-campus practical education.

Article 8

The schools shall incorporate the off-campus practical education into their development plans, formulate implementation plans, determine the contents and arrangements of the off-campus practical education for each academic year, ensure the time for the off-campus practical education and organize the off-campus practical education based on the national curriculum plans and the curriculum implementation measures of this Municipality, combined with the school's training objectives, development characteristics and student features.

Article 9

The youth activity centers, children's palaces, youth science stations, youth activity camps, etc. in this Municipality shall undertake the responsibilities of the off-campus practical education and play their demonstrative roles.

The institutions of higher learning, research institutions, museums, memorial halls, science and technology museums, cultural centers, sports venues, art museums, libraries, archives, martyr memorial facilities, etc. shall actively participate in the off-campus practical education and provide support and assistance for the schools to carry out the off-campus practical education.

This Municipality supports and encourages the social forces such as enterprises, institutions, social organizations and citizens to utilize their own resources and advantages to expand their functions, open up or construct the other venues and facilities for the schools to carry out the off-campus practical education.

The places, venues and facilities listed in the previous three Paragraphs of this Article are collectively referred to as the off-campus practical education venues.

Article 10

The off-campus practical education venues shall, in combination with their own conditions and characteristics, cooperate with the schools to develop the suitable off-campus practical education curriculum resources for the students of different stages, equip them with the facilities, equipment and professional personnel that meet the requirements, optimize the management and services of the off-campus practical education venues, and shall not engage in the activities that harm the students' physical and mental health or their legitimate rights and interests.

The off-campus practical education venues are encouraged to provide extended service and staggered services to meet the students' needs for the off-campus practical education.

Article 11

This Municipality implements the graded management of the off-campus practical education venues and promotes the establishment of a resource bank for the off-campus practical education venues.

The municipal education department may, jointly with the relevant departments, conduct evaluations based on the evaluation methods for the off-campus practical education venues in this Municipality, and include the venues that meet the standards in the municipal resource bank of the off-campus practical education venue. The evaluation methods for the off-campus practical education venues in this Municipality shall be formulated separately by the municipal education department jointly with the relevant departments.

The district education departments may, jointly with the relevant departments, formulate the district evaluation methods and conduct evaluations based on the actual situations of the districts, and include the venues that meet the standards in the districts' off-campus practical education venue resource banks.

The resource banks of the off-campus practical education venues at the municipal and district levels shall be made public to the society, specifying the name, address, contact information, opening hours and capacity of the venue, which shall be dynamically adjusted.

Article 12

The schools shall strengthen the connection with the off-campus practical education venues, develop the off-campus practical education courses, and improve the quality of the off-campus practical education. The schools and the off-campus practical education venues are encouraged to establish cooperation mechanisms and jointly develop the off-campus practical education courses.

Article 13

The off-campus practical education venues shall fulfill their safety responsibilities in accordance with the law, establish safety management systems, equip themselves with safety protection equipment and personnel, set up necessary safety warning signs, and ensure the safety of the student activities. They shall develop emergency response plans for sudden incidents in accordance with the provisions and organize emergency drills.

The schools shall carry out safety education, strengthen student management, enhance the students' awareness and abilities of safety precautions while participating in the off-campus practical education, and implement safety systems and emergency response mechanisms.

The competent industrial department of the off-campus practical education venues shall, jointly with the education, public security, emergency management and the other departments, guide and supervise the implementation of safety management responsibilities by the off-campus practical education venues, and promptly identify and eliminate the safety hazards.

Article 14

The students' participation in the off-campus practical education shall be included in the scope of the relevant comprehensive quality evaluation.

The schools and off-campus practical education venues shall objectively and truthfully record the students' participation in the off-campus practical education in accordance with the relevant provisions.

Article 15

The off campus practical education venues are encouraged to build smart venues for the off-campus practical education, utilize artificial intelligence and the other modern information technologies to expand the digital practical experience scenarios, promote the open sharing of the digital educational resources, so as to improve the effectiveness of the off-campus practical education.

Article 16

The individuals and volunteer service organizations in the fields of arts, sports, science and technology, etc. are encouraged and supported to provide voluntary services for the off-campus practical education.

The off-campus practical education venues shall recruit volunteers based on the actual needs to provide the students with explanations, guidance and the other services.

The education department and the competent industrial department of the off-campus practical education venues shall provide guidance and support for the voluntary services in the off-campus practical education.

Article 17

The municipal and district people's governments shall include the funds required for the off-campus practical education in the same level financial budgets and establish the funding guarantee mechanisms that are compatible with the economic and social development.

The local education additional special funds may be used in accordance with the relevant provisions to subsidize the vocational training for the employees and urgently-needed professionals in the off-campus practical education venues organized by the enterprises.

Article 18

The schools shall take the participation of the faculty and staff in the off-campus practical education as an important reference for professional title evaluation and appointment, evaluation of excellence and distinction and performance assessment.

The education department and the relevant departments shall create conditions to provide opportunities for the career promotion, learning and training, project application and awards and honors for the practitioners in the off-campus practical education.

Article 19

The parents or the other guardians of students shall closely cooperate with the schools, support the students in participating in the off-campus practical education, enhance the students' safety awareness, and jointly promote the students' healthy growth.

Article 20

The institutions of higher learning, research institutions and the other units are encouraged to conduct theoretical and applied research on the off-campus practical education, and to provide specialized support for the off-campus practical education.

The professional and technical talents in the relevant fields are encouraged to leverage their expertise and advantages, and participate in the development of the off-campus practical education curriculum resources.

Article 21

The enterprises, institutions, social organizations, citizens and the other social forces are encouraged to support the off-campus practical education via donations, funding and the other means. The social forces participating in the off-campus practical education shall enjoy tax incentives in accordance with the relevant national provisions.

The off-campus practical education venues are encouraged to implement cost relief for the schools to carry out the off-campus practical education. If the State and this Municipality have clear provisions on cost relief, they shall be implemented in accordance with the provisions.

Article 22

This Municipality shall include the off-campus practical education in the important contents of educational supervision, supervise and guide the implementation of the off-campus practical education in accordance with the relevant provisions, and urge the governments, the relevant functional departments, and the schools to fulfill their responsibilities.

Article 23

The people's governments at all levels and the relevant departments shall organize the promotion of the off-campus practical education in various forms, guide the society to actively participate in the activities related to the off-campus practical education, and encourage the whole society to support the off-campus practical education.

The media such as radio, television, newspapers and the Internet shall carry out public welfare publicity of the off-campus practical education, and create the good social atmosphere to promote the development of the off-campus practical education.

Article 24

The units and individuals who have made significant achievements in the off-campus practical education work shall be commended and rewarded in accordance with the relevant provisions.

Article 25

These Provisions shall be effective as of September 1, 2024.
