Interim Provisions on the Administration of the Production and Use of Shanghai City Logo
(Adopted by Shanghai Municipal People's Government on February 9, 1991; amended for the first time in accordance with Decree No. 54 of Shanghai Municipal People's Government on December 19, 1997; amended for the second time in accordance with Decree No. 13 of Shanghai Municipal People's Government on April 2, 2024)
Article 1
With a view to strengthening the administration of the production and use of the city logo and maintaining the dignity of the city logo, these Provisions are formulated.
Article 2
Shanghai city logo is a triangular pattern composed of the city flower magnolia denudata, sand boat, and propeller.
Article 3
Shanghai city logo is the symbol and emblem of the Municipality of Shanghai. All citizens, state organs, social organizations, enterprises and institutions in this Municipality shall cherish the city logo.
Article 4
The production and use management of the city logo shall be the responsibility of the General Office of the Municipal People's Government, the Municipal Administration for Market Regulation, and the Municipal Intellectual Property Bureau.
Article 5
The city logo must be made in accordance with the standard pattern approved by the Standing Committee of the Municipal People's Congress.
Any production or sale of items with city logo pattern shall be registered with the General Office of the Municipal People's Government; any prizes or gifts with city logo pattern given by the Municipal People's Government shall be made under the supervision of the General Office of the Municipal People's Government.
The construction of reliefs or three-dimensional sculptures with the city logo as the content shall follow the relevant procedures of the provisions on urban sculpture management and be reported to the General Office of the Municipal People's Government for filing.
Article 6
Articles with the city logo pattern can be used for the following purposes:
1. rewarded to advanced individuals from various industries in this Municipality;
2. gifted to international friends and social elites who have made contributions to the construction of this Municipality;
3. gifted to foreign delegations of considerable level visiting this Municipality and representatives attending various large-scale events or important conferences in this Municipality.
Article 7
The city logo relief and three-dimensional sculpture may be set up in front of the gates of the Standing Committee of Municipal People's Congress, the Municipal People's Government, or at stations, docks, airports, and other public tourist attractions.
The city logo emblem can be hung in suitable and necessary places such as auditoriums and venues of government organs, enterprises and institutions in this Municipality.
Article 8
The city logo pattern can be used for the following items or situations:
1. honorary certificates and awards issued by municipal government organs;
2. envelopes, letters, invitations, and business cards used by municipal government organs for external purposes;
3. publications related to the introduction of local customs and practices made by municipal government organs and their affiliated institutions;
4. the entrance attire for sports delegations representing this Municipality in official international and domestic competitions;
5. flags for major city-wide celebrations, commemorative events, large-scale cultural and sports events, as well as large-scale exhibitions and trade shows;
6. and the portal websites of municipal government organs and related new government media platforms.
Article 9
The city logo pattern shall not be used for commercial purposes such as trademarks or commercial advertisements, as well as for other inappropriate situations such as private celebrations and mourning events.
Article 10
Those who violate Article 9 of these Provisions by using the city logo for commercial purposes such as trademarks or commercial advertisements shall be stopped by the market regulation administrative department, ordered to make corrections within a prescribed time limit and may be criticized in a public notice.
Article 11
No city logo emblem may be hung in any place where the national emblem has already been hung.
