Provisions on Accommodation Registration by Hospitality Establishments
Article 1
With a view to regulating the accommodation registration practices of hospitality establishments in this Municipality, these Provisions are formulated, in accordance with the Law of the People's Republic of China on Penalties for Administration of Public Security, the Exit and Entry Administration Law of the People's Republic of China, the Law of the People's Republic of China on the Protection of Minors, the Regulations of the People's Republic of China on the Administration of the Entry and Exit of Foreigners, the Procedures for the Administration of Public Security in the Lodging Industry, the Procedures of Shanghai Municipality for the Administration of the Lodging Industry, and the Implementation Rules of Shanghai Municipality for the Administration of Public Security in the Lodging Industry, and in light of the actual circumstances of this Municipality.
Article 2
The "hospitality establishments" in these Provisions refer to hotels, inns, guest houses, overnight bathing facilities, apartment-style hotels, and other accommodation service providers that charge by the hour.
The "valid identification documents" in these Provisions refer to government-issued documents from domestic or foreign authorities that can verify a person's identity and contain a photograph of the bearer, including military officer and soldier certificates (see attached catalog for details).
The "without valid identification documents" in these Provisions refers to any of the following circumstances: failure to carry a valid identification document; possession of an expired document; possession of a defaced or damaged document rendering the personal information or photograph unclear or unrecognizable; suspicion that the identification document has been forged or altered; or inability to present a valid identification document due to claims of loss, theft, or robbery.
The "foreign nationals" in these Provisions refer to citizens of other countries as well as residents of Hong Kong, Macao, and Taiwan.
Article 3
Hospitality establishments must register guest information upon check-in. The guest's valid identification document shall be verified and the identity information shall be accurately recorded and uploaded to the Public Security Lodging Industry Information System within two hours of registration. For guests without valid identification documents, the local police station or immigration authorities shall verify their identity and issue either a "Mainland Resident Accommodation Verification Form" or a "Non-Mainland Resident Accommodation Verification Form". Where remote data verification is available, hospitality establishments shall provide the necessary assistance to facilitate the process.
Article 4
Guests without valid identification documents shall truthfully provide the public security authorities with personal details such as name, date of birth, identification number, home address, phone number, and employer. If the provided information cannot be verified by the public security authorities, they shall not issue the relevant verification documents.
Article 5
Hospitality establishments shall carefully check the "Mainland Resident Accommodation Verification Form" and "Non-Mainland Resident Accommodation Verification Form" issued by the public security authorities, and enter and upload the guest's identity information to the Lodging Industry Information System within two hours of the registration of the identity information.
Hospitality establishments shall keep the "Mainland Resident Accommodation Verification Form" and "Non-Mainland Resident Accommodation Verification Form" guests presented bound and retained for one year for reference and inspection.
Article 6
Hospitality establishments shall comply with the Procedures of Shanghai Municipality for the Administration of the Lodging Industry and other relevant provisions, and guarantee equal access to accommodation services for all guests.
Article 7
Hospitality establishments are encouraged to improve their internal operational mechanisms and enhance training on accommodation registration procedures. Employees shall be familiar with relevant provisions, procedures, and operational skills, and shall lawfully fulfill their duties in verifying and registering guests' valid identification documents.
Article 8
In addition to complying with the provisions set forth in Article 3 of these Provisions, hospitality establishments shall also fulfill the following obligations when accommodating minors:
1. inquiring about and recording the contact information of the minor's parents or other legal guardians for future reference and inspection;
2. inquiring about and recording the identity and relationship of accompanying persons for future reference and inspection;
3. strengthening safety patrols and visitor management to prevent unlawful harm against minors; and
4. immediately reporting any suspicious circumstances to the public security authorities, promptly contacting the minor's parents or other legal guardians, and adopting appropriate safety and protective measures.
Article 9
If the local public security or immigration authorities unreasonably refuse to process an identity verification application for individuals without valid identification documents, the applicant or the staff of hospitality establishments may seek assistance from the public security administration department (inquiry hotline: 2202-3433) or the exit and entry administration department (inquiry hotline: 12367) of the Municipal Public Security Bureau, or file a complaint with the disciplinary inspection or supervisory auditing department of the public security authorities (complaint hotline: 12389).
Article 10
Hospitality establishments and their staff shall keep confidential the personal information of guests obtained during the accommodation registration process in accordance with law, and shall not disclose such information to any other organization or individual.
Article 11
Where a hospitality establishment fails to comply with these Provisions, the public security authorities may impose penalties on such establishment and its staff in accordance with relevant laws and regulations, including the Law of the People's Republic of China on Penalties for Administration of Public Security, the Exit and Entry Administration Law of the People's Republic of China, the Law of the People's Republic of China on the Protection of Minors, and the Regulations of Shanghai Municipality on the Public Security Administration in Special Industries and Public Places.
Article 12
These Provisions shall be effective as of April 28, 2025. The Provisions on Accommodation Registration for Hospitality Establishments originally issued by SMPSB G [2010] No.57 on March 2, 2010, amended by SMPSB A [2015] No.2 on May 1, 2015, and subsequently revised and reissued by SMPSB D [2020] No.3 on April 27, 2020, shall be repealed simultaneously.
Appendix
Catalog of Valid Identification Documents
I. The Chinese mainland
The following are recognized as valid identification documents within the Chinese mainland: Resident Identity Card (including temporary ID card); Passport; Driver's License; Social Security Card; Residence Permit; Hong Kong and Macao Travel Permits for Mainland Residents; Taiwan Travel Permit for Mainland Residents; People's Republic of China Travel Document (for Chinese citizens born outside Hong Kong, Macao, or Taiwan); Exit-Entry Permit of the People's Republic of China; Police Officer Certificate, Military Officer Certificate, Police Sergeant Certificate, Military Sergeant Certificate, and Active-Duty Soldier Certificate, among others.
II. Foreign Nationals
1. Passports:
(1) Diplomatic Passport;
(2) Official/Service Passports; and
(3) Ordinary Passports.
II. Other Documents:
1. Mainland Travel Permit for Hong Kong and Macao Residents ("H" prefix for Hong Kong residents, "M" prefix for Macao residents);
2. Mainland Travel Permit for Hong Kong and Macao Residents (Non-Chinese Nationals);
3. Mainland Travel Permit for Taiwan Residents;
4. People's Republic of China Travel Document (for individuals born in Hong Kong, Macao, or Taiwan);
5. People's Republic of China Residence Permit for Hong Kong and Macao Residents, and People's Republic of China Residence Permit for Taiwan Residents;
6. People's Republic of China Exit-Entry Certificate for Foreigners;
7. United Nations Laissez-Passer, issued in red covers (for senior officials) and blue covers (for general staff and specialized agencies);
8. European Union Laissez-Passer;
9. Seaman's Passport (with visa pages) and Seaman's Card (without visa pages); those staying ashore must hold a Landing Permit issued by the border inspection authorities;
10. Travel documents, such as US Re-entry Permit, French Travel Certificate, Democratic People's Republic of Korea Overseas Citizen Certificate, and the Japanese Repatriation Travel Document;
11. Diplomatic identification documents, including Diplomatic Identity Card, Consular Certificate, Official Personnel Certificate, and International Organization Personnel Certificate; and
12. People's Republic of China Foreign Permanent Resident ID Card (including Permanent Residence Permit).
Note: Foreign nationals who hold documents issued by the immigration authorities — such as a Visa or Residence Permit Collection Receipt, a Notice of Acceptance, or a Certificate of Lost Passport—may complete accommodation registration procedures based on the entry-exit document information recorded therein.
