Measures for Supporting the Construction of the G60 Science and Technology Innovation Corridor as a Source of Innovation in the Yangtze River Delta
These Measures are formulated to fully implement the national strategic plans for the integrated development of the Yangtze River Delta and the construction of Shanghai as an international science and technology innovation center, and to deepen the integration of scientific and technological innovation with industrial innovation, and to support Songjiang district in building a high-level origin for the G60 science and technology innovation corridor (hereinafter referred to as the "Sci-Tech innovation corridor") .
I. To Jointly Build a Source of Sci-Tech Innovation
1. Strengthening Applied Fundamental Research. A diversified investment mechanism involving joint enterprise participation shall be established, targeting fundamental and critical technological principles underlying major industries. Enterprises shall be supported in organizing research consortia of industries, universities and research institutes across the Yangtze River Delta to conduct market-oriented and application-oriented fundamental research, and accelerating breakthroughs in disruptive and frontier technologies. In accordance with applicable provisions, funding support shall be provided in phases, covering up to 30 percent of the total investment with a maximum of 30 million yuan.
2. Accelerating Collaboration and Breakthroughs in Key Generic Technologies. The enterprise-led issue identification mechanism shall be improved. In response to urgent national strategic needs, lists for tackling key and hard-nut research projects within the Sci-Tech innovation corridor shall be regularly released. Institutions worldwide are encouraged to "take up challenges and lead" these projects, in order to accelerate breakthroughs in key generic technologies. In accordance with applicable provisions, phased funding support shall be provided, covering up to 30 percent of the total challenge amount with a maximum of 20 million yuan.
3. Building Open and Collaborative High-Level Sci-Tech Innovation Platforms. Efforts shall be made, with a focus on key industries and frontier fields, to establish national key laboratories and to strengthen coordination with strategic science and technology forces across the Yangtze River Delta. Efforts shall also be made to cultivate national industrial innovation centers and manufacturing innovation centers, and to achieve breakthroughs in transforming cutting-edge technological achievements that meet major industrial innovation needs and possess international influence and competitiveness.
4. Establishing Innovation Consortia with Enterprises as the Primary Participants. Enterprises are supported in forming innovation consortia jointly with universities, research institutes, as well as upstream, midstream and downstream enterprises along the industrial chain in order to construct high-level generic technology platforms, and carry out key product technology research projects. In accordance with applicable provisions, phased funding support shall be provided, covering up to 30 percent of total research and development (R&D) investment with a maximum of 30 million yuan.
5. Building Songjiang University Town as Sci-Tech Innovation Engine. Efforts shall be made to formulate an implementation plan for the high-quality development of Songjiang University Town as a science and technology innovation engine, improve the governance of the university town, optimize disciplinary structure, promote interdisciplinary integration and cross-disciplinary research, and accelerate the cultivation of innovation-oriented talent. To meet industrial development needs, the science and technology innovation resources within the Yangtze River Delta shall be pooled to promote the transformation of Sci-Tech achievements and foster the development of emerging sectors.
II. To Jointly Build World-Class Industrial Clusters
6. Promoting High-Quality Development of Modern Industrial Clusters. Efforts shall be made to accelerate the establishment of national-level advanced manufacturing clusters, strategic emerging industry clusters, and innovation-oriented industry clusters in order to enhance comprehensive service capacity by building a tightly-connected and well-supported industrial organization system. Cumulative funding support of up to 20 million yuan shall be provided in accordance with provisions.
7. Accelerating Development of Next-Generation Electronic Information Industry. Focusing on key links of the industrial chain, efforts shall be made to accelerate the construction of innovation platforms and strategic deployment of technology research and development. Key projects such as the manufacturing of intelligent terminal products and critical components shall be attracted and cultivated. In accordance with provisions, phased funding support shall be provided, covering up to 15 percent of the total investment with a maximum of 50 million yuan. Enterprises shall be supported in increasing investment in fields including commercial cryptography applications and the research and development of proprietary software and hardware products. In accordance with provisions, funding support shall be provided, covering up to 30 percent of the total investment with a maximum of 10 million yuan.
8. Accelerating Development of Aerospace Industry. Focusing on key links of the industrial chain, including satellite manufacturing and commercial operations, efforts shall be made to attract and nurture upstream and downstream key projects. In accordance with provisions, phased funding support shall be provided, covering up to 15 percent of the total investment with a maximum of 50 million yuan. Large-scale application of satellite Internet technologies shall be encouraged. In accordance with provisions, enterprises providing value-added services such as communications, navigation, and remote sensing shall be granted a one-time reward of up to 10 million yuan. Support shall be extended to the construction of satellite Internet constellation, with a one-time reward of 50 million yuan granted to enterprises that have obtained a basic telecommunications service license for satellite communications in accordance with provisions.
9. Cultivating and Developing Scientific Instrument Industry. The Songjiang Scientific Instrument Industrial Park will be established in order to build an innovation hub for scientific instrument. Efforts shall be made to achieve breakthroughs in core technologies, enhance infrastructure construction, set up public service platforms and product application scenarios, and further strengthen collaboration among upstream and downstream enterprises along the industrial chain. In accordance with provisions, funding support shall be provided, covering up to 30 percent of the total investment with a maximum of 20 million yuan.
10. Cultivating Future Industry Clusters. A local base for national 6G comprehensive testing shall be established in order to vigorously advance 6G technology research and development, standards setting, technology testing, pilot-scale validation and technology maturation, scenario-based applications, and international cooperation. In accordance with provisions, phased funding support shall be provided, covering up to 30 percent of the total investment with a maximum of 30 million yuan.
11. Cultivating Tiered Leading Sci-Tech Enterprises. Efforts shall be made to facilitate high-tech enterprises as well as specialized, sophisticated, distinctive and innovative enterprises to grow from small to large, from large to strong, from strong to equity, from equity to listing. In fields such as product innovation, market expansion, talent cultivation, tailored services shall be provided to enterprises to accelerate the cultivation of world-class leading science and technology enterprises. Efforts shall be made to support high-growth Sci-Tech enterprises to grow and expand, and foster the emergence of "unicorn" enterprises and "gazelle" enterprises.
12. Enhancing Enabling Role of Professional Service Institutions. Efforts shall be made to attract high-level Sci-Tech service institutions specializing in research and development design, technology transfer and transformation, as well as testing and inspection, and support Sci-Tech service enterprises in increasing their research and development investment. Professional service institutions are encouraged to provide full-chain technical services, so as to enhance resource integration across the industrial chain and strengthen production-oriented service capabilities.
13. Enhancing International Influence of Industrial Clusters. Support shall be extended to exchanges and cooperation among industrial clusters within the Yangtze River Delta, and explore the establishment of a cross-regional and benefit-sharing mechanism for industrial cooperation under the Sci-Tech innovation corridor, focusing on the industrial and supply chains. Enterprises are encouraged to participate in the formulation of international standards, and promote intra-regional industrial division of labor and collaboration.
III. To Jointly Cultivate World-Class Innovation Ecosystem
14. Improving the Incubation and Transformation System. Support shall be extended to the establishment of high-quality incubators in frontier fields such as 6G in order to accelerate the cultivation of hard-tech enterprises. Enterprises are supported in working jointly with universities, research institutes, and industries within the Yangtze River Delta to co-establish technology platforms covering proof-of-concept (PoC), pilot-scale validation and maturation, inspection and testing, and other key stages, so as to build a full-chain system for the transformation of Sci-Tech achievements, and to support the development of innovation scenarios and product application.
15. Strengthening Finance Support for Sci-Tech Enterprises. Mechanisms for risk-sharing as well as interest and fee subsidy shall be improved. Financial products such as credit, insurance, and financial leasing shall be innovated, so as to provide financial support for enterprises to increase investment in R&D testing and achievement transformation. The guiding role of municipal- and district-level government investment funds shall be strengthened. Coordinated cooperation between the Yangtze River Delta G60 Sci-Tech Achievements Transformation Fund and the Shanghai Future Industry Fund shall be enhanced, and investment in projects for the transformation of scientific and technological achievements shall be increased. Efforts shall be made to explore due diligence-based exemption mechanism for state-owned investment platforms. Enterprises are supported in conducting venture capital investment and mergers and acquisitions, with equity investment encouraged in key links of the industrial chain. Social capital is encouraged to target key industries and establish various types of innovation and entrepreneurship investment funds.
16. Strengthening Talent Support Mechanisms. Efforts shall be made to promote integrated development of education, science and technology, and talent, strengthening the independent cultivation of innovative talent, as well as the bringing in of and services for high-level talent from both domestic and overseas sources. Safeguarding measures shall be in place to ensure the employers to bring in urgently needed talent and talent in short supply for key industries, with policy support provided in terms of household registration and housing-related quotas. Mechanisms shall be explored to grant eligible employers the autonomy to recommend candidates for relevant municipal-level talent programs.
17. Strengthening Intellectual Property Protection. Support shall be extended to the development of the Songjiang Branch of Shanghai Intellectual Property Protection Center (Songjiang District Intellectual Property Protection Center) to accelerate the establishment of a fast-track coordinated protection mechanism for intellectual property. Support shall also be provided for the establishment of the Songjiang Base under the Shanghai Branch of the National Center for Overseas Intellectual Property Dispute Response and Guidance in order to enhance the awareness and capacity of various social entities in protecting overseas intellectual property. Additionally, Songjiang district shall be supported to co-establish a collaborative administrative protection mechanism for intellectual property within the Yangtze River Delta G60 Sci-Tech innovation corridor.
18. Promoting High-Level Exchange and Cooperation. Efforts shall be made to deepen the flow and integration of innovation elements within the Sci-Tech innovation corridor, establish industry exchange platforms, and strengthen collaborative implementation of major innovation projects. International Sci-Tech organizations shall be introduced or established to carry out activities such as joint research, achievement releases, technology exchanges, and cooperative exchanges. In accordance with provisions, eligible organizations may be granted kick-up funding of up to 5 million yuan, as well as annual funding support covering up to 30 percent of total operating expenses with a maximum of 2 million yuan. Enterprises are encouraged to establish hard-tech incubator platforms and PoC centers overseas, with funding support of up to 2 million yuan in accordance with provisions.
IV. To Share Science and Technology Innovation Resources
19. Optimizing Spatial Layout for Science and Technology Innovation. An interconnected and integrated transportation system shall be developed to form a spatial layout that facilitate resource clustering, coordinated integration, complementary functions, and radiating influence, thereby facilitating the integration of innovation-driven industries with urban functions. Policies for integrated management of industrial land use shall be explored. A flexible lease-term policy for the transfer of industrial land shall be implemented, with a maximum transfer period of 50 years. Qualified industrial land within the Songjiang New City area shall be subject to joint municipal-district land acquisition policy. Support shall be extended to Sci-Tech industrial projects in adopting "lease before transfer" and long-term leasing models. For major municipal-level or higher-level industrial projects recognized by the "Three Commissions and Two Bureaus" (Shanghai Municipal Development and Reform Commission, Municipal Commission of Economy and Informatization, Municipal Science and Technology Commission, Municipal Bureau of Planning and Natural Resources, and Municipal Bureau of Ecology and Environment), land use quotas shall be guaranteed by the municipal land net increase plan.
20. Strengthening Regional Coordination and Supply of Computing Power. Efforts shall be made to coordinate the layout of intelligent computing centers, with a focus on advancing the construction of regional computing power infrastructure. Supply of regional computing power shall be enhanced by fostering diverse entities along the industrial chain and improving service capabilities in fields such as computing power demand-supply matching, access scheduling, and adaptation to domestic technologies.
21. Promoting Open and Shared Access to Sci-Tech Resources. Barriers to the free flow of innovation factors such as technology, data, talent, and capital shall be removed to accelerate the enhancement of Sci-Tech resource-sharing platforms including the "G60 Sci-Tech Innovation Cloud." Efforts shall be made to promote open and shared access to major scientific infrastructure, large-scale scientific instruments, scientific literature and data, and other related resources, while deepening cross-regional mutual recognition and interoperability of Sci-Tech innovation vouchers.
22. Sharing High-End Intellectual Resources. An Expert Advisory Committee for the Yangtze River Delta G60 Sci-Tech Innovation Corridor shall be established to leverage the strategic consulting and decision-making support of top international experts, to bring forth a categorized decision-making consultation system and to guide the joint formulation of development plans for scientific and technological innovation as well as industrial innovation.
23. Establishing Dedicated Fund for the Sci-Tech Innovation Corridor. Measures for the management of the dedicated fund shall be formulated to regulate fund management, strengthen performance evaluation, and improve fund utilization efficiency.
These Measures shall be effective as of January 1, 2026, and remain in force until December 31, 2030. In case that these Measures overlap with other municipal policies, the principle of preference, higher standards, and non-duplication shall apply.
