Regulations of Shanghai Municipality on Promoting the Yangtze River Delta "One-Net Service"
(Adopted at the 29th Session of the Standing Committee of the 16th Shanghai Municipal People's Congress on March 31, 2026)
Article 1
With a view to further implementing the national strategy for the integrated development of the Yangtze River Delta region, advancing the Yangtze River Delta "One-Net Service", better satisfying the needs of enterprises and individuals in obtaining government services, fostering a market-oriented, law-based, and internationalized first-class business environment, and promoting high-quality economic and social development, these Regulations are formulated in accordance with relevant laws and administrative regulations, and the Outline of the Integrated Regional Development of the Yangtze River Delta, and in the light of the actual circumstances of this Municipality.
Article 2
These Regulations apply to activities undertaken within this Municipality to promote work related to the Yangtze River Delta "One-Net Service".
This Municipality shall, in collaboration with Jiangsu, Zhejiang, and Anhui Provinces, optimize cross-provincial/municipal, cross-departmental, and cross-level administrative processes. Under the guidance of the principle of "one-stop government services," this Municipality shall expand both online and offline service channels. By means of the Yangtze River Delta "One-Net Service", enterprises and individuals shall be enabled to handle government service items across provinces (municipality) within the Yangtze River Delta conveniently, efficiently, and with the benefit of local access.
Article 3
The Municipal People's Government shall, in collaboration with the People's Governments of Jiangsu, Zhejiang, and Anhui Provinces, leverage the three-tier operational mechanism for regional cooperation in the Yangtze River Delta to deliberate on and advance the Yangtze River Delta "One-Net Service", and coordinate major issues concerning government services that span provinces/municipality, departments, and administrative levels.
The General Office of the Municipal People's Government shall, in collaboration with the competent departments for government services of Jiangsu, Zhejiang, and Anhui Provinces, be responsible for advancing the specific work of the Yangtze River Delta "One-Net Service". They shall jointly formulate work plans, implementation schemes, and policy measures for the Yangtze River Delta "One-Net Service", and oversee their implementation.
The following departments shall, in accordance with their respective duties, duly carry out work related to the Yangtze River Delta "One-Net Service": Development and Reform; Economy and Informatization; Commerce; Education; Science and Technology; Public Security; Civil Affairs; Judicial Administration; Finance; Human Resources and Social Security; Planning and Natural Resources; Ecology and Environment; Housing and Urban-Rural Development; Transport; Agriculture and Rural Affairs; Water Affairs; Culture and Tourism; Health; Veteran Affairs; Market Regulation; Data; Financial Regulation; Sports; Healthcare Security; Landscaping and City Appearance; Intellectual Property; Press and Publication; Archives Administration; Talent Affairs; and Tax Service.
The Shanghai-based offices of the maritime safety, customs, and central financial regulatory authorities shall, in accordance with state provisions, duly perform work related to the Yangtze River Delta "One-Net Service".
Article 4
The service items to be provided under the Yangtze River Delta "One-Net Service" shall be administered through a list-based management system.
The General Office of the Municipal People's Government shall, in collaboration with the competent departments for government services of Jiangsu, Zhejiang, and Anhui Provinces, be responsible for jointly compiling and publishing the service list for the Yangtze River Delta "One-Net Service". The scope of listed services shall be progressively expanded in response to the needs of enterprises engaging in cross-regional business operations and individuals requiring services in different localities. The list shall clearly specify the service items, modes of provision, responsible departments, and other relevant information. During the compilation process, opinions from the public and relevant departments shall be solicited in advance.
The service list for the Yangtze River Delta "One-Net Service" shall focus on addressing enterprise-related service demands in areas including but not limited to market access, business commencement and operation, recruitment and employment, tax filing and payment, business development, construction projects, and business de-registration and exit. It shall also address individual service demands in areas such as birth, education, employment, talent services, daily life, property acquisition, travel, healthcare, social assistance, elderly care, and post-life affairs. Furthermore, the initiative shall progressively introduce value-added services in fields such as policy consultation, legal affairs, finance, scientific and technological innovation, and international trade.
Article 5
This Municipality shall, in collaboration with Jiangsu, Zhejiang, and Anhui Provinces, streamline the development of government service channels within the Yangtze River Delta, ensure the operation of the online platform for the Yangtze River Delta "One-Net Service", and promote the online processing of a greater number of government services across provincial and municipal boundaries.
This Municipality shall, jointly with Jiangsu, Zhejiang, and Anhui Provinces, enhance the establishment of dedicated offline service counters for the Yangtze River Delta "One-Net Service", providing consultation, application assistance, and document receipt services in connection with the initiative.
This Municipality shall, in cooperation with Jiangsu, Zhejiang, and Anhui Provinces, promote the integration of online and offline service channels. Remote virtual service windows for the Yangtze River Delta shall be set up as needed at government service locations, utilizing technologies such as remote identity verification, audio-video interaction, and screen sharing to provide cross-regional assistance and remote processing services.
The departments responsible for services under the Yangtze River Delta "One-Net Service" shall promptly make public the online and offline service channels, along with relevant service guides, to facilitate access and inquiries by enterprises and individuals.
Article 6
This Municipality shall, in collaboration with Jiangsu, Zhejiang, and Anhui Provinces, innovate the service models of the Yangtze River Delta "One-Net Service", optimize and integrate processing procedures, and enhance cross-provincial/municipal, cross-departmental, and cross-level coordination and data sharing, thereby achieving successive processing, integrated processing, and application-free fulfillment:
1. For government services that need to be handled across multiple provinces or municipality, such as relocation and resettlement, transfer and continuation, a system shall be implemented whereby an applicant files an application in one location and the relevant authorities in multiple locations collaborate to complete the procedures in sequence;
2. For cross-provincial/municipal services that involve multiple departments, are highly interrelated, involve high processing volumes, or are time-sensitive, steps shall be taken to progressively enable their efficient, integrated processing based on a single application; and
3. For policies benefiting enterprises and the public, dedicated service spaces for enterprises and individuals shall be established on the online platform of the Yangtze River Delta "One-Net Service" to proactively deliver suitable cross-provincial/municipal policies, thereby promoting the "enjoyment without application" and "direct and fast enjoyment" mechanisms.
Article 7
This Municipality shall, in collaboration with Jiangsu, Zhejiang, and Anhui Provinces, improve the service standards and norms for the Yangtze River Delta "One-Net Service", clarifying the procedures for business process flows and the specific division of collaborative responsibilities. It shall also enhance the level of standardization in the handling of government services, promote the harmonization of acceptance conditions, handling procedures, required application materials, and processing timelines for the same government service items for enterprises and individuals, and accelerate the achievement of consistent standards for the same government service items across different regions.
In accordance with state provisions, this Municipality shall, in cooperation with Jiangsu, Zhejiang, and Anhui Provinces, promote the cross-provincial/municipal, cross-departmental, and cross-level interoperability and mutual recognition of electronic certificates, electronic seals, and electronic signatures, and shall expand the scope of their application in the field of government services.
This Municipality shall, jointly with Jiangsu, Zhejiang, and Anhui Provinces, promote the mutual recognition and sharing of service information and processing outcomes in areas including production and business operations, education, employment, and healthcare.
Article 8
This Municipality shall, in collaboration with Jiangsu, Zhejiang, and Anhui Provinces, leveraging the national integrated government big data system, strengthen the inter-regional coordination mechanism for government data sharing within the Yangtze River Delta, improve the Yangtze River Delta data sharing and exchange platform, and facilitate the safe, orderly, and efficient sharing and utilization of government data.
The municipal department in charge of data shall, in coordination with the data departments of Jiangsu, Zhejiang, and Anhui Provinces, and based on the service list for the Yangtze River Delta "One-Net Service" and the needs arising from high-frequency services, establish a government data sharing catalogue. It shall promote the unification of business data standards, and improve both the efficiency of data sharing and the quality of data provision.
This Municipality shall, in cooperation with Jiangsu, Zhejiang, and Anhui Provinces, enhance the full-lifecycle security protection of government data in accordance with law, ensure the security of the government networks and data of the Yangtze River Delta "One-Net Service", and safeguard state secrets, personal privacy, personal information, commercial secrets, and confidential business information.
Article 9
This Municipality shall, in collaboration with Jiangsu, Zhejiang, and Anhui Provinces, promote the safe, prudent, and orderly application of digital-intelligent technologies, such as artificial intelligence, in the Yangtze River Delta "One-Net Service". Efforts shall be made to strengthen the development of high-quality datasets, corpora resources, and reliable knowledge bases, enhance public-sector computing capacity, and provide services such as intelligent guidance, intelligent pre-filling, and intelligent assistance to enterprises and individuals, thereby enhancing the overall intelligence of government services.
Article 10
This Municipality shall, in collaboration with Jiangsu, Zhejiang, and Anhui Provinces, encourage the participation of social actors in the Yangtze River Delta "One-Net Service", providing diverse, efficient, and convenient service channels for enterprises and individuals.
Entities such as banks and postal service providers are encouraged to integrate government services into their self-service terminals, thereby facilitating convenient local access for enterprises and individuals.
Article 11
This Municipality shall, in collaboration with Jiangsu, Zhejiang, and Anhui Provinces, strengthen communication with the competent government service departments of the State Council and relevant national authorities, and shall actively advance pilot reforms in government services.
This Municipality supports the Yangtze River Delta Ecological and Green Integrated Development Demonstration Zone, as well as other qualified areas, in taking the lead to expand the service scope of the Yangtze River Delta "One-Net Service", pioneer new service models, and establish optimal destinations for cross-provincial/municipal government services.
Article 12
This Municipality shall, in collaboration with Jiangsu, Zhejiang, and Anhui Provinces, and leveraging the "Satisfaction Evaluation" System for government services and the 12345 Government Service Hotline, establish a working mechanism for collecting, distributing, and collaboratively researching, and handling opinions and suggestions from enterprises and individuals concerning the Yangtze River Delta "One-Net Service".
The General Office of the Municipal People's Government shall, in coordination with the competent departments for government services of Jiangsu, Zhejiang, and Anhui Provinces, enhance the monitoring of the operational performance of the Yangtze River Delta "One-Net Service" and continuously improve the quality and efficiency of its services.
Article 13
In formulating local regulations, government rules, major policies, and local standards related to the Yangtze River Delta "One-Net Service", this Municipality shall strengthen communication and collaboration with Jiangsu, Zhejiang, and Anhui Provinces.
This Municipality shall, in collaboration with Jiangsu, Zhejiang, and Anhui Provinces, enhance the exchange of and mutual learning from innovative government service measures, and jointly advance the replication and dissemination of proven effective practices and experience within the Yangtze River Delta.
Article 14
This Municipality shall incorporate the Yangtze River Delta "One-Net Service" into the key work of the Municipal People's Government, with the requisite funds allocated within the fiscal budget in accordance with the relevant provisions.
The General Office of the Municipal People's Government shall, in collaboration with the competent departments for government services of Jiangsu, Zhejiang, and Anhui Provinces, strengthen regular exchanges, conduct joint training programs, and establish an expert advisory system to provide professional advice and technical support for the Yangtze River Delta "One-Net Service".
Article 15
These Provisions shall be effective as of May 1, 2026.
