Q: I am a foreign national and would like to know whether Shanghai offers social housing programs, public rental housing options, temporary accommodation assistance, or other housing support services for foreign nationals.

A: Please note that applicants for public rental housing in Shanghai, whether applying as individuals or households, must meet all of the following conditions:

1. Hold Shanghai household registration (hukou) or a valid Shanghai residence permit;

2. Have signed a labor or employment contract for a specified term with an employer in Shanghai and be making social insurance contributions as required by relevant regulations;

3. Own no residential property in Shanghai, or have a per capita housing floor area of less than 15 square meters in Shanghai;

4. Not be receiving benefits under any other housing security program in Shanghai at the time of application.
