To bolster high-level openness, boost foreign investment volume, stability, and quality, and maximize its contribution to high-quality development, the measures outlined in the Several Measures to Enhance Attraction and Utilization of Foreign Investment in Shanghai were introduced and came into effect on April 6, 2023.
