Shanghai unveils action plan for digital and green transformation of manufacturing sector

Shanghai has recently outlined a four-year (2024-27) action plan for the coordinated transformation of its manufacturing industry toward digital and green development as part of its efforts to promote high-quality development of the sector, improve the modern industrial system, and foster new quality productive forces.

Key aspects highlighted in the plan include achieving higher-level green and intelligent manufacturing, reducing energy consumption and emissions through digital technologies, leveraging exemplary demonstrations to drive sector-wide transformation, and creating a coordinated and enhanced policy environment.

By 2027, Shanghai aspires to significantly improve the integrated digital and green development of its manufacturing sector, with a more refined institutional framework and a well-established system for the sector’s transformation, according to the action plan.

By 2027, over 85 percent of above-designated-size manufacturing enterprises in Shanghai will achieve digital transformation. Industrial labor productivity will surpass 500,000 yuan ($69,000) per person and the scale of the green, low-carbon manufacturing industry will exceed 500 billion yuan.

The plan also underscores Shanghai's intent to focus on key sectors and enterprises to promote the application of intelligent green technologies and equipment, leading to a sustained decrease in energy consumption per unit of value-added by industrial enterprises above designated size.

By 2027, Shanghai will cultivate 20 leading green intelligent enterprises and 50 system solution providers, alongside the establishment of 20 green intelligent benchmark parks and 50 model factories of green intelligence, to uplift the overall transformation levels across the downstream and upstream industrial and supply chains, according to the plan.

The plan points out that Shanghai will strengthen and refine institutional mechanisms, policies, and systems to accommodate the manufacturing sector's digital and green transformation while establishing a range of public service platforms and technical standards to widely promote digital and green production.

Furthermore, the plan underscores the promotion of digital and green transformation in six key industries — electronics and information, life and health science, automobiles, high-end manufacturing equipment, advanced materials, and consumer fashion goods.

It also emphasizes the need to implement the initiative for production mode transformation by stepping up the supply of intelligent green products and the establishment of green, low-carbon supply chains.

Efforts will be made to promote the green development of digital infrastructure, including intelligent energy infrastructure, while reinforcing industrial data security technology and product development, the action plan says.

Overall, this action plan underscores Shanghai's commitment to fostering a more sustainable and technologically advanced manufacturing landscape, aligning with the broader national agenda for digital and green development and positioning the city as a leader in the digital and green transformation of its manufacturing sector.
