Yangtze River Delta launches action plan to boost integrated development

The Three-Year Action Plan for the Integrated Development of the Yangtze River Delta Region (2024-2026) was recently launched in Shanghai, highlighting 165 key tasks in 9 major areas. The Yangtze River Delta Region – encompassing Shanghai municipality and provinces of Jiangsu, Zhejiang, and Anhui– is one of China’s economic powerhouses.

1. Strengthen cross-regional collaboration in scientific and technological innovation within the YRD region

Fortune 500 foreign enterprises and internationally renowned research institutes are encouraged to establish R&D centers and joint laboratories in the region, and to collaborate with innovation bodies to achieve technological breakthroughs.

The implementation of industrial innovation cooperation projects between the YRD region and Singapore, as well as those between the region and Finland, will also be accelerated.

2. Collaborate on building world-class industrial clusters in the YRD region

The high-quality development of key manufacturing chains can be promoted by jointly establishing the region’s new energy vehicle industry chain.

Support the development of the low-altitude economy and general aviation sector, accelerating the construction of low-altitude industry infrastructure, product research and manufacturing.

The development of two data center clusters – the Integrated Development Demonstration Zone Cluster and the Wuhu Cluster – will also be accelerated.

3. Enhance the integrated development mechanism

Expand the “one-stop service” for government provisions in the YRD region, advance the remote virtual service window for cross-province services, and develop innovative integrated services for cross-province "one-stop" solutions.

The establishment of a multimodal transport center in the Yangtze River Economic Belt will also be supported.

4. Accelerate regional market integration

Standardize and unify market access regulations for investment enterprises in the YRD region, and establish a reporting and consolidation system for market violations.

5. Actively foster high-level coordinated openness in the YRD region

Implement special measures to ease market access in Pudong New Area, establishing a high-standard market access system.

Support the Hongqiao International Central Business District in becoming a leading hub for "Silk Road E-commerce" cooperation, and enhance the synergy between the China International Import Expo and other exhibitions in the YRD region.

6. Effectively bolster joint protection and governance of the region’s environment

Intensify the implementation of green manufacturing projects, as well as establish low and zero carbon industrial parks and factories.

Make an implementation plan for a new energy system, and accelerate the development of 10-gigawatt-scale green energy storage bases and building pumped-storage hydropower bases in East China.

7. Actively explore the building of modern Chinese civilization

Support the joint application of ancient water towns for the UNESCO World Cultural Heritage status, collaborate on the creation of national cultural parks along the Yangtze River and the Grand Canal, and promote its outstanding cultural heritage and tourism products on a global scale.

8. Expand the scope and depth of urban cooperation

Promote the coordinated development of metropolitan areas such as Shanghai, Nanjing, Hangzhou, Hefei, Ningbo and the Suzhou-Wuxi-Changzhou cluster by enhancing collaboration in industrial specialization scientific and technological innovation, and high-level openness.

9. Prioritize safety development capabilities

Support leading companies in fostering collaborative innovation within the supply chains. Establish a strategic alliance for an integrated emergency supply and equipment support system in the YRD region.
