Shanghai introduced a "one-stop" reform for approving large-scale commercial performances on Aug 18, aiming to streamline cross-departmental approval processes, reduce paperwork, and shorten approval times.

Jointly promoted by the Shanghai Municipal Administration of Culture and Tourism and the Shanghai Municipal Bureau of Public Security, the initiative is designed to enhance the city's business environment and support its goal of becoming an international cultural and performing hub.

I. Key highlights of the reform

1. Approval time reduced by 50 percent

Previously, organizers needed separate approvals from the culture and tourism administration and the public security bureau. Approvals are now processed in parallel through the "Government Online-Offline Shanghai" online service platform. For international performances, approval time will be reduced from 20 to 10 working days, allowing the organizers to have enough time for publicity and sales. The fire department also provides professional guidance during the preparation stages.

2. Reduction in required documents from 27 to 13

Documents such as the Safety Work Plan for Large-Scale Mass Activities, the Site Contract, and the Risk Self-evaluation Report only need to be submitted once through the online platform, and will be shared automatically among relevant departments.

3. Fully online processing

Optimized online services include online material submission and correction, progress tracking, and electronic certificate downloads.

II. Application process for approval

1. Log in to the platform

• Scan the QR code or use the corporate legal person's Ukey to log in.
• Search for "Large-Scale Commercial Performances" (大型营业性演出一件事) and access the application page.

2. Intelligent guidance

• Answer a few simple questions to determine if an application is required.
• Navigate to the appropriate application channel.

3. Form filling

• Complete forms covering basic company information, cultural tourism, and police information.
• The system pre-fills fields where data can be shared, reducing manual input.

4. Material upload

• Upload the necessary documents after completing the forms.
• Some documents can be retrieved electronically, while others need manual upload.

5. Submission

• Review and apply.
• Receive a joint processing number for tracking purposes.

6. Application tracking

• Use the joint processing number to track the status of your application in real time.
