Shanghai unveils action plan to boost smart terminal industry

Shanghai released a two-year action plan for 2026–2027 on Oct 14 to promote the high-quality development of its smart terminal industry, targeting a total industry scale of over 300 billion yuan ($42.1 billion) by 2027.

Under the plan, the city aims to cultivate three globally influential consumer terminal brands and two leading enterprises. Annual production volumes for artificial intelligence-powered computers, AI-enabled smartphones, and other AI-powered new terminals are each expected to surpass 10 million units.

This initiative forms part of China's broader national plan to integrate AI into key sectors, as Shanghai strives to strengthen its position as a central hub for advanced smart device manufacturing.

The plan sets out measures across several terminal categories. For AI computers, Shanghai will cultivate a leading brand and establish a production base capable of producing 10 million AI-powered computers annually, transitioning its current computer production capacity toward AI-driven models.

For AI smartphones, the city will focus on developing new brands to fill the existing void in local production capacity.

Emerging products are also highlighted, including humanoid robots, smart glasses, and satellite internet-connected terminals designed to enhance communication in sectors such as maritime, aviation, and emergency response.

The plan further calls for the development of devices tailored for seniors, such as autonomous wheelchairs and health-monitoring wearables, alongside industrial terminals for smart factories.

Innovation in consumer products will be encouraged to expand the range of smart devices, including in-vehicle systems, educational and companion terminals, smart home appliances, and security equipment.

To support these efforts, Shanghai will promote the development of specialized AI chips compatible with multiple technology standards and lightweight AI models capable of efficiently processing diverse data types.

Industrial clusters will be established in Pudong New Area, Songjiang district, and Lin-gang Special Area.
