Shanghai has released a policy document to support Songjiang district in building the source area of the G60 Science and Technology Innovation Valley of Yangtze River Delta.

The measures will take effect on Jan 1, 2026, and remain valid through Dec 31, 2030. They aim to promote deeper integration of scientific and technological innovation with industrial innovation and advance coordinated development across the YRD.

A key objective of the policy package is to build world-class industrial clusters in Songjiang, focusing on next-generation electronic information, aerospace, scientific instruments, and future industries.

To strengthen technological innovation, the measures encourage market-oriented applied basic research. Eligible projects addressing fundamental and critical challenges in strategic industrial technologies may receive funding support.

The document also establishes a demand-driven mechanism to accelerate breakthroughs in key and common technologies. Selected projects led by global research institutions may be supported.

The policy also emphasizes improving the innovation ecosystem by strengthening incubation and technology transfer systems, enhancing science and technology finance, and reinforcing support for urgently needed talent.

In addition, the measures promote better sharing of innovation resources through flexible industrial land-use policies, optimized spatial planning, improved computing power infrastructure, and the establishment of an expert advisory committee for the G60 S&T Innovation Valley source area.
