Q&A: Shanghai's Suishendui policy hub

According to the General Office of the Shanghai Municipal People's Government, the city stepped up efforts in 2025 to provide more precise and efficient services for businesses while optimizing end-to-end management of pro-business policies.
By the end of December 2025, nearly 50 percent of policy benefits were delivered through the "No Application Required" mechanism, while about 90 percent were provided via direct and fast-track channels. In some cases, fiscal funds were disbursed within 24 hours.
A total of 709 policy programs at the municipal and district levels were implemented under the "No Application Required" mechanism, delivering over 6.28 million service instances to enterprises.
What is 'Suishendui'
Designed to further improve Shanghai's business environment by making pro-business policies more integrated, clearer, and more accessible, "Suishendui" serves as the city's unified online platform for accessing and redeeming policy benefits for enterprises.
The platform was jointly developed by the General Office of the Shanghai Municipal People's Government, the Shanghai Municipal Bureau of Finance, the Shanghai Data Bureau, and other relevant departments and districts, reflecting a coordinated citywide effort to streamline policy implementation.
"Suishendui" brings together six major categories of business support measures, including financial subsidies, financing interest subsidies, tax and fee reductions, qualifications and honors, employment stability support, and talent-related policies.
Covering both municipal and district-level programs, the platform provides enterprises with a genuine one-stop service that enables them to search for applicable policies, seek clarification, receive benefits, and submit feedback through an integrated channel.
What does 'No Application Required' mean?
Under this mechanism, government authorities proactively identify eligible enterprises through big data analysis rather than relying on traditional application processes.
Once enterprises confirm their eligibility with a single click, policy benefits are automatically delivered, eliminating the need for formal applications and significantly reducing administrative burden.
What does 'Fast-Track Access' mean?
By streamlining application procedures, removing unnecessary expert reviews, making evaluation criteria public, and promoting intermediary-free processes, the fast-track mechanism simplifies approvals and shortens the benefit redemption cycle, enabling businesses to access policy benefits more quickly and conveniently, while significantly reducing costs for enterprises.
