Shanghai unveils plan to strengthen services sector

The Shanghai Municipal People's Government released an implementation plan to boost the overall competitiveness of the city's services sector.

Objectives

By 2030, Shanghai aims to achieve significant progress in the high-quality development of its services sector, with the sector's added value reaching around 6 trillion yuan ($886.35 billion) and total services trade exceeding $300 billion. The city also plans to cultivate globally competitive enterprises, develop distinctive industry clusters, and enhance the global influence of the "Shanghai Service" brand.

Producer services

AI-powered industrial software: Accelerate R&D in AI-driven industrial software and build cross-sector integrated internet platforms.

R&D services: Support the upgrading and expansion of corporate R&D institutions.

Professional services:

- Foreign-related legal services: Enhance cross-border legal service capabilities.

- High-value-added HR services: Expand high-end human resources services.

Pilot testing platforms: Encourage wider use of pilot test service coupons and support the development of pilot testing platforms.

Logistics and supply chain finance: Strengthen international logistics hubs, upgrade cold-chain logistics, and steadily expand supply chain financial services.

Green and low-carbon services: Develop service providers and trading platforms for carbon accounting and data platforms.

Consumer services

Household services: Promote the professionalization, standardization, and regulation of housekeeping services.

Dining consumption: Cultivate a number of international gourmet districts.

Healthcare services: Advance pilot programs for wholly foreign-owned hospitals and expand consumer-oriented health services.

Community services: Improve "15-minute community life circles" through embedded service facilities and instant retail expansion.

Enhancing core competitiveness

Data and digital infrastructure: Support the development of trusted data spaces in key sectors such as finance and shipping.

Computing power & AI support tools: Optimize support methods for computing power vouchers and model vouchers.

Green transformation: Promote green digital infrastructure, expand green energy services, and develop new green consumption scenarios.

Service-oriented manufacturing integration: Promote deeper integration of manufacturing and services, especially in electronics and new energy vehicles, and advance service-oriented manufacturing models.

"Shanghai Service" brand development: Strengthen service branding and accelerate the global expansion of Shanghai-based brands.

Implementation measures

International standards cooperation: Promote mutual recognition of standards in areas such as the digital economy and green development.

Regional coordination: Encourage districts to develop differentiated and specialized service industry clusters.

Market access and opening-up: Deepen high-level reform and opening-up of the services sector, and promote cooperation among diverse market entities, including SOEs and private firms. Build a national demonstration zone for services trade innovation.

Regulatory framework: Advance an innovative tiered regulatory system based on "credit + risk" management.

Talent support: Strengthen the cultivation of urgently needed skilled professionals.

Financial support: Provide subsidized loans to qualified key service sector businesses in accordance with relevant policies.
