Shanghai issues guideline to advance rural vitalization

The Shanghai municipal government has issued a guideline to promote the city's rural vitalization during the 15th Five-Year Plan period (2026-30), further implementing the national rural vitalization strategy.

According to the plan, by 2030, Shanghai will achieve substantial new results in promoting rural vitalization by accelerating agricultural modernization, improving rural living conditions, and elevating integrated urban-rural development to a new level.

Focusing on technological innovation as a key driver, the plan calls for accelerated development in emerging agricultural science and technology tracks, including specialty germplasm resources, agricultural biomanufacturing, and modern facility agriculture. It also calls for the vigorous implementation of the seed industry revitalization initiative, with a focus on cultivating a portfolio of large varieties that support national strategic priorities.

Additionally, it calls for promoting area-based development of beautiful villages. By 2030, Shanghai aims to develop at least 50 livable, thriving and beautiful rural areas.

The city strives to transform all suitable, permanent basic farmland into high-standard farmland by 2030.

In 2025, the output value of high-quality agricultural products, represented by branded agricultural products, approached 10 billion yuan ($1.47 billion), accounting for more than one-third of the city's total agricultural output value.
