By 2030, China aims to further enhance its overall intellectual property capabilities and international competitiveness through stronger IP protection and premium public IP services, according to a new plan.

The goal was outlined in the 15th Five-Year Plan (2026-30) for intellectual property protection and utilization, which was issued by the State Council, China's Cabinet, on July 27. The plan sets out objectives, key tasks, and major projects for IP development during the period.

Under the plan, by 2030 the IP market value in China will also be more pronounced, the comprehensive IP management system will grow more efficient, international cooperation on IP will deepen further, and decisive progress will be made in building China into a country with strong IP rights.

The plan calls for continued efforts to optimize the IP protection environment in support of innovation, including improving the legal framework for IP and strengthening safeguards for IP rights in cross-border activities.

It also highlights the need to improve the effectiveness of IP utilization to support high-quality economic growth. Key measures include promoting the commercialization and application of IP, increasing IP supply to support the development of new quality productive forces, and advancing the high-quality development of the IP service sector.

The plan further proposes establishing a new framework for international IP cooperation that supports China's high-level opening-up. This includes deeper participation in global IP governance and expanded international exchanges and collaboration.

In addition, the plan introduces 12 major projects, including one focused on the mutual empowerment of IP and artificial intelligence and another on high-quality IP cooperation under the Belt and Road Initiative.
