Shanghai has formulated a five-year plan for modern logistics development, outlining efforts to build an efficient, smart and green logistics system and strengthen the city's role in global logistics and supply chains by 2030.

Under the plan, Shanghai aims to become a core node in global logistics and supply chain networks, an international logistics hub and a global supply chain management center.

The city will focus on port logistics, manufacturing logistics and urban commercial logistics, promoting the transformation of logistics services toward greater efficiency, connectivity, digitalization and sustainability.

Shanghai will develop a three-tier logistics network consisting of gateway logistics hubs, regional bases, and community-level nodes. The network is designed to improve logistics efficiency, better support industrial development and enhance services for people's daily lives.

Building a three-tier network

The plan sets six key targets for 2030, including increasing the number of national logistics hubs to at least three, raising the number of national 5A-level logistics enterprises to at least 50, and achieving full automation at major postal and express delivery processing centers.

In spatial terms, Shanghai will build four gateway logistics hubs: the Shanghai Pudong International Airport-Shanghai Eastern Hub logistics hub, the Lingang-Yangshan logistics hub, the Waigaoqiao logistics hub, and the Qingpu-Hongqiao logistics hub.

The Pudong Airport-Eastern Hub will focus on international trade services and airport-related industries, providing efficient logistics services for time-sensitive and high-value goods such as international express shipments, fresh and cold-chain products, high-end consumer goods, cross-border e-commerce products, electronic information products and biopharmaceuticals.

The Lingang-Yangshan hub will leverage Yangshan Deep-Water Port, the Lin-gang Special Area and its multimodal transport network to serve international shipping, global trade and advanced manufacturing. It will focus on international transit consolidation, procurement and distribution, cold-chain logistics and supply chain management, while expanding value-added services such as bonded exhibition, bonded inspection and maintenance, and bonded delivery of futures.

Shanghai will also build a "4+5+N" network of regional logistics bases, comprising four comprehensive bases in the northwest, southwest, north, and south; five agricultural product bases; and N logistics bases serving advanced manufacturing.

At the community level, the city will improve logistics nodes such as distribution stations and last-mile delivery points to ensure seamless coverage of the final leg of delivery.

Strengthening global connectivity

The plan places particular emphasis on strengthening Shanghai's global connectivity. The city will expand international transit consolidation by sea and air, attract international shipping and logistics companies to establish transit consolidation centers in Shanghai, and improve smart regulatory services for international transit consolidation. It will also attract integrated logistics providers, air logistics companies and express delivery companies to establish headquarters or distribution centers at hub airports.

Shanghai will further improve port clearance services, including 24/7 appointment-based customs clearance, and promote facilitation measures for time-sensitive imports such as fresh agricultural products, temperature-controlled goods, biopharmaceutical research materials, scientific equipment and supplies.

The plan also calls for stronger multimodal transport connections, including sea-rail, air-rail and water-to-water transport, as well as closer logistics cooperation across the Yangtze River Delta. Shanghai will develop standardized rules for single-bill and single-container multimodal transport services to improve the efficiency of cross-regional supply chains.

Shanghai will strengthen logistics support for global trade and industrial supply chains. It will attract multinational companies to establish global and Asia-Pacific procurement, distribution, settlement and supply chain management centers in the city. The city will also encourage qualified multinational logistics companies to establish global or regional treasury management centers in Shanghai.
