Shanghai unveils 15th Five-Year Plan for strategic emerging industries

Shanghai has issued a plan to boost its strategic emerging industries during the 15th Five-Year Plan period (2026-30), aiming to become a world-class innovation hub for strategic emerging industries and a center for high-end industrial clusters by 2030.

The plan sets four key indicators, including raising the share of strategic emerging industries in the total output value of industrial enterprises above the designated size to more than 50 percent, up from 45 percent in 2025.

The added value of strategic emerging industries is targeted to reach 2.1 trillion yuan ($313 billion) by 2030, up from 1.4 trillion yuan in 2025.

The three leading industries — integrated circuits, biopharmaceuticals, and artificial intelligence — will receive greater strategic focus to strengthen their global competitiveness.

Manufacturing output of the three leading industries is targeted to grow at an average annual rate of over 10 percent by 2030, compared with 9.6 percent in 2025.

The share of value added by strategic emerging services in the tertiary sector is targeted to rise from 22.2 percent in 2025 to 25 percent by 2030.

In integrated circuits, the city will prioritize high-end chips and AI-enabled design, advanced packaging, and chips based on new architectures.

In biopharmaceuticals, the city will focus on innovative drugs with high clinical value, intelligent high-end medical devices such as miniaturized proton therapy equipment and flexible surgical robots, as well as high-end pharmaceutical research and development and medical services.

In AI, the city will develop an integrated chip-model-cloud ecosystem, advancing large models and AI agents, AI for science, embodied intelligence, and token-based cloud services.

The plan will develop 12 sub-sectors of emerging pillar industries, covering new intelligent terminals, blockchain, industrial software, intelligent connected new energy vehicles, intelligent robots, civil aviation, commercial aerospace and satellite internet, the low-altitude economy, shipbuilding and marine engineering, new energy storage and power equipment, high-end scientific instruments, and advanced materials.

The plan also outlines 10 frontier technologies for agile deployment: quantum technology, brain-computer interfaces, nuclear fusion energy, sixth-generation mobile communications, brain-inspired intelligence, optical computing, fourth-generation semiconductors, biomanufacturing, cell and gene therapy, and green fuels.

Eight new service models will be cultivated to support emerging industries, spanning technology R&D, commercialization and incubation, inspection, testing and certification, intellectual property, new manufacturing services, technology finance, professional data, and digital creative services.

Zhangjiang Comprehensive National Science Center, Lin-gang Special Area, Zizhu National Hi-Tech Industrial Development Park and the Grand Neo Bay area, the innovation belt along the Huangpu River and Suzhou Creek, and manufacturing bases along the Yangtze River and coastal areas will host distinctive industrial clusters.

The plan emphasizes coordinated development with neighboring Jiangsu, Zhejiang, and Anhui provinces to build a demonstration zone for strategic emerging industry collaboration with international influence.

Resource support measures include challenge-based research mechanisms, tiered cultivation of leading enterprises, global talent recruitment, and flexible industrial land supply models.
