The Action Plan for Promoting the High-Quality Development of the Testing, Inspection and Certification Industry in Shanghai (2025–2027) was issued on March 25 by the Shanghai Municipal Administration for Market Regulation.

Here are some key highlights:

I. Objectives

By 2027, Shanghai aims to:

1. Achieve testing, inspection and certification, or TIC industry revenue of more than 60 billion yuan ($8.17 billion).

2. Cultivate about 10 leading business enterprises with annual revenues of over 1 billion yuan, as well as more than 100 enterprises with annual revenues of over 100 million yuan.

3. Establish 100 national- and municipal-level testing and inspection service platforms.

4. Add 100 certification products and services for the Shanghai Brand.

5. Increase the number of specialized and innovative small TIC enterprises to over 300.

II. Key tasks and measures

1. Foster leading companies in such sectors as the automobile industry, integrated circuits, new energy, electrical equipment, construction and the instrumentation sector.

2. Enhance identification of headquarters of innovative enterprises and regional HQs of multinational companies in the TIC industry.

3. Encourage private and foreign investment in TIC services.

4. Advance development of the National Quality Supervision and Testing Center for Automotive Chips.

5. Build 10 digital demonstration laboratories in key sectors such as construction, power equipment, automobiles, chemicals and cables.

6. Support use of vertical AI models in areas such as materials testing, software evaluations, medical devices and intelligent security.

7. Launch pilot programs for carbon-related certifications.

8. Promote international mutual recognition of TIC results.

9. Support international TIC organizations to establish operations in Shanghai.

10. Attract high-level TIC professionals through major municipal talent programs and include eligible TIC enterprises in the city’s list of key institutions for talent attraction.
