Huangpu aims to be global jewelry fashion hub
Huangpu district has released an action plan to develop the Shanghai International Jewelry Fashion Functional Zone, positioning the zone as a future global hub for the jewelry-driven fashion industry.
Effective from July 1, 2025 through June 30, 2028, the plan outlines 24 key initiatives across four priority areas: concentrating jewelry resources, enhancing international influence, fostering innovation-driven development, and improving comprehensive services.
Who is eligible?
The plan targets a wide range of stakeholders, including legal entities, unincorporated entities, and other entities approved by the municipal and district governments.
Eligible enterprises must demonstrate sound operational performance and a clean legal record, excluding those who have faced major safety-related penalties within the past two years.
What major support is offered?
1. Support internationally renowned and industry-leading jewelry organizations, such as the World Gold Council, in establishing representative offices within the zone, with financial assistance of up to 5 million yuan ($698,000).
2. Encourage jewelry enterprises to establish operations in the zone that may receive annual incentives based on their level of leadership, innovation, internationalization, and sustainability.
3. Support enterprises in organizing business attraction and promotion activities at home and abroad with the zone as the theme, with financial support of up to 200,000 yuan.
4. Implement a business partner program to engage professional institutions, industry organizations and leading enterprises in investment promotion efforts, providing incentives of up to 300,000 yuan.
5. Encourage masters of arts and crafts, skilled professionals, and world-famous designers to establish design studios in the zone, with one-time financial assistance of up to 1 million yuan.
6. Encourage enterprises to offer premium bespoke jewelry services, with a one-time incentive of up to 500,000 yuan.
7. Support enterprises in applying for certification as corporate technology centers. District-level, municipal-level and national-level certified centers will receive funding of 300,000 yuan, 600,000 yuan, and 1.5 million yuan, respectively.
8. Encourage foreign-funded enterprises to establish research and development centers in the zone, with certified centers eligible for financial support of up to 3 million yuan.
9. Encourage the establishment of flagship stores, experience stores, brand counters and brand promotion centers with global, national, or regional l influence, with financial support of up to 3 million yuan.
10. Encourage brands to expand sales channels by opening new physical stores or establishing new e-commerce platforms, with financial support of up to 1 million yuan.
11. Support enterprises in carrying out digital transformation and upgrading efforts to enhance operational capacity, with financial assistance of up to 200,000 yuan.
12. Encourage prominent domestic and international jewelry brands, distributors, and traders to establish management headquarters (or headquarters-type entities), marketing centers, and settlement centers in the zone, with incentives granted in accordance with relevant headquarters policies.
What are the funding rules?
The Huangpu district commission of commerce will issue detailed application guidelines and oversee policy implementation. In the event of any conflict with national or municipal policies, the latter shall be obeyed.
When a project has already received financial support through other policy programs within the same year, it will not be eligible for additional financial support under this action plan.
