Pudong capitalizes on special fund for development as intl consumption center

The Pudong New Area commission of commerce has introduced a new policy aimed at boosting the area's development as an international consumption hub through a special fund.

This policy supports enterprises whose consumption-related functions and benefits are based in Pudong.

Effective from Aug 5, 2025 to Dec 31, 2027, the policy includes the flowing highlights:

Areas of support

1. Nurturing leading consumer companies

The policy supports the expansion of consumer and catering enterprises. Those whose additional annual retail sales or operating revenue reach a certain threshold, once verified, will be eligible for tiered incentives based on the level of growth.

2. Developing the debut economy

The policy encourages international and local brands, along with their authorized agencies, to open their first Asian, Chinese (mainland), or Shanghai stores in Pudong. Incentives may also be granted for influential new product launches, premieres and debut exhibitions.

3. Developing new consumption formats

Support will be provided for commercial entities that collaborate with the cultural, sports, tourism, and exhibition sectors to develop the ticket-stub economy, as well as for those carrying out marketing, traffic diversion, and service environment optimization to attract inbound consumption.

Support will also be extended to commercial operators participating in Pudong's themed consumption events and to those introducing emerging business formats and brands — such as cultural and creative products, theater, exhibitions, anime culture, pet economy, and silver economy — to develop exemplary non-standard commercial spaces. Upon evaluation, incentives will be granted to the commercial operators responsible for managing and developing these spaces.

4. Encouraging commercial upgrades, digital transformation

Incentives will be provided for projects that meet evaluation criteria in enhancing the consumer experience through digital transformation and commercial environment upgrades.

Businesses are also encouraged to participate in initiatives such as the "15-minute community life circle", the nighttime economy and high-quality dining cluster, with incentives available for successful pilot projects.

Fund application

The Pudong New Area commission of commerce will annually release fund application guidelines within the policy's effective period, specifying support standards and application requirements.

Additionally, if new regulations are issued by national or municipal authorities during the implementation of this policy, it will be adjusted accordingly.
