Yangpu district unveils 2026 plan to improve business environment
Yangpu district has unveiled an action plan to create a world-class business environment, with measures aimed at attracting foreign investment, supporting local enterprises' global expansion, and strengthening innovation-driven growth.
The plan streamlines services related to APEC Business Travel Cards and M visas for business purposes, expands support for imported consumer goods under the first-launch economy through more efficient inspection procedures, and promotes digital trade, including digital cultural exports and cross-border e-commerce.
A key focus is making government services smarter and more convenient. Integrated "one-stop" service packages will simplify business procedures, while artificial intelligence will be used to enhance application processing and approvals. The district's "Yangxiaotong" smart customer service platform will be upgraded with AI-powered tools for business registration, including assistance with business name registration, business scope recommendations, and automated document generation.
Businesses will also benefit from a new "Digital Customs Declaration Hall," which provides smart, efficient, convenient, and predictable customs clearance services for goods.
Policy implementation will be streamlined through simplified application, review, and disbursement procedures, with broad-based pro-business policies in principle made available without application and electronic business licenses helping companies access relevant support measures more efficiently.
Online and offline services will be further improved through an integrated government and enterprise service system, providing value-added support in financing, talent acquisition, legal consultation, and international expansion.
A closed-loop mechanism addresses enterprise concerns through the 12345 government service hotline and a dedicated foreign investment complaint center, ensuring quick responses and transparent processing.
Yangpu district is committed to fostering a fair market competition environment, strengthening supervision against monopolies and unfair practices, and actively addressing "involution-style" competition.
It rigorously protects intellectual property rights by combating infringement and malicious litigation through specialized platforms and the district's overseas intellectual property rights protection service stations.
Regulators will tailor oversight based on credit records and risk levels, apply non-intrusive regulation and "no unnecessary interference" lists, and sharply reduce on-site inspections for companies with good credit and low-risk matters.
The plan places particular emphasis on innovation and industrial development. Yangpu will expand technology finance services, support technology companies in pursuing listings, financing, mergers and acquisitions, and restructuring, and strengthen investment in early-stage, small, and hard-tech enterprises.
The district will continue building a global talent network through enhanced recruitment, housing and support policies. Universities, incubators and leading enterprises will collaborate to accelerate the commercialization of scientific and technological achievements, while new initiatives will support the development of artificial intelligence, quantum technology, and other strategic emerging industries.
The district will support the Fuxing Island Quantum Spacetime Innovation Base, enhance the core functions of the Great Knowledge and Innovation Community, and advance related innovation platforms. The district will also advance the development of the "Changyang Showbelt" online new economy industrial park and strengthen industry-specific innovation clusters.
At the local level, Yangpu will establish a comprehensive business service network across industrial parks, commercial buildings, and neighborhoods, offering digital one-stop services. The district will further encourage communication and cooperation between government and businesses and support urban vitality through new product launches, debut shows, debut exhibitions, first-store openings, and optimized regulatory approvals for outdoor operations, outdoor advertising, and storefront signs.
