Shanghai streamlines policy support for technology enterprises

Shanghai has issued an implementation plan to integrate innovation policy support and government services for technology enterprises.

Using high-tech enterprises as an example, the plan proposes a dedicated online service page covering enterprise development, application, accreditation, and follow-up support. High-tech enterprise accreditation and development programs for technology enterprises at different growth stages will be consolidated into a single service window.

Less repetitive filing

Shanghai will gradually expand data sharing on intellectual property, imports and exports, and quality management system certifications.

Smart pre-filing functions will be enhanced. The system is designed to enable enterprises to enter information once, keep it up to date, and share it with multiple parties, reducing redundant paperwork.

The system will also support verification of audit reports, high-tech enterprise assessment and accreditation information, customs records of dishonesty and penalties, tax and business license information, penalties for major and especially serious work safety accidents, and queries about administrative penalties imposed by market regulation authorities.

Shanghai will also explore smart, seamless verification and other new methods for cross-checking and managing data.

More precise policy matching

The online service will offer policy matching and assessment tools, a monthly policy calendar, official policy explanations, and service guides.

Enterprises will be able to identify potentially applicable policies and view relevant government service items for the current year and month.

Innovation resources in one place

The service will provide access to "Huke Points", Shanghai's innovation scoring system for technology enterprises, as well as technology financing services.

The service will also promote innovation competitions and facilitate matchmaking between providers and potential users of scientific and technological achievements.

Online consultation and AI-assisted review

A dedicated consultation portal will provide online policy advice and resource-matching services. Individual enterprise requests will be routed to the relevant government departments and tracked through resolution.

The high-tech enterprise accreditation and management system will also strengthen ongoing enterprise monitoring, follow-up services, risk analysis, and early warning, and take timely action against enterprises that violate laws or regulations in accordance with relevant rules.

Shanghai will advance the application of large AI models and other new technologies in a prudent and orderly manner, and explore AI-assisted review, intelligent analysis, and other support functions. Human review, confidentiality management, system security, and oversight of algorithmic compliance will be strengthened to ensure the safe and reliable use of AI.
