Shanghai's Changning district held a forum on youth economy and youth-friendly cities on April 4, signaling the start of a new chapter in youth-driven urban development and invigorating the city's emerging youth economy with key initiatives.

"Youth economy" refers to a youth-led and youth-oriented economic model centered on consumption and innovation by and for young people. Changning boasts a high proportion of young residents, workers, and consumers. Top brands in coffee, bubble tea, pets, and fragrance have already established a strong presence in the district, forming a vibrant new consumption landscape.

"Changning is committed to becoming a city of hope for the young generation," said Changning district head Liu Ping. "We've made the 'youth economy' one of the eight signature features in our Business Environment 8.0 Initiative and released Shanghai's first policy package — the Ten Youth Measures — to support its growth."

At the event, Changning released the White Paper on Youth Economy Development, the first of its kind at the district level in China, along with a youth economy business certification system evaluating businesses on youth appeal, innovation, and social responsibility.

The district also launched the Ningqing Co-Creation Hub, bringing together nearly 70 youth entrepreneurs, investors, and media professionals; the Yuyuan Road Youth Economy Map highlighting the neighborhood's vibrant blend of culture, food, and creativity; and a youth economy market showcasing more than 10 trendy segments such as pet companionship, interactive experiences, beverages, and fragrances.
